POSITION OVERVIEW

  • IDIQ-level accountability. Own cost, schedule, and quality performance across every task order issued under the vehicle, including concurrent task orders with different TSA offices and different performance locations.
  • Government interface. Serve as the primary interface to the Contracting Officer and the Contracting Officer's Representative. Hold recurring program reviews with TSA Training and Development Division Directors and brief performance against the Performance Requirements Summary.
  • Task order capture and execution. Lead the response to task order requests issued under the IDIQ, including technical approach, staffing plan, and basis of estimate, then stand up delivery on award.
  • Instructional support operations. Direct the delivery of TSA-owned curriculum through classroom, field, and distributed learning channels, including instructor sourcing, scheduling, qualification, and replacement when TSA requirements shift.
  • Quality and compliance. Own the Quality Control Plan and the surveillance regime TSA applies against it. Maintain the corrective action process and close findings before they escalate.
  • Subcontractor and team management. Manage teammate performance, workshare commitments, and small business participation against what RIVA proposed.
  • Personnel security administration. Administer clearance processing, TSA suitability, badging, and the classified storage containers that transfer to the awardee at the Transportation Management Laboratory.
  • Transition. Lead phase-in from the incumbent, including knowledge capture, instructor continuity, and assumption of in-flight training events without a gap in delivery.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in business, engineering, education, or a related field
  • Ten or more years of program management experience, including eight or more on federal contracts
  • Five or more years as the named Program Manager on a federal IDIQ, BPA, or multi-task-order vehicle with a ceiling of $50M or greater
  • Demonstrated accountability for consolidated financial reporting at employee and WBS level across concurrent task orders
  • Experience managing a subcontractor team, including workshare design and small business goal attainment
  • Experience leading a contract transition to a fixed operational-capability date, with documented incumbent capture results
  • Active Secret clearance, or eligibility and willingness to be submitted immediately
  • Ability to present and defend a technical and management approach in a timed, unassisted oral presentation

PREFERRED QUALIFICATIONS

  • Master's degree
  • PMP certification.
  • Direct TSA, DHS component, or Federal Law Enforcement Training Center program experience
  • Experience with Government-Owned Contractor-Operated facility operations

The salary or salary range for this role reflects an estimated range informed by multiple compensation factors. Final offers may vary based on considerations such as relevant experience, education and training, critical skillsets, and overall business needs.


Pay range

$185,000 - $220,000 USD
