POSITION OVERVIEW
RIVA Solutions is seeking a Systems Engineer V to join the NOAA N-Wave program team as the principal subject matter expert for GSA Enterprise Infrastructure Solutions (EIS) and the NiOS telecom inventory platform. EIS is a large task order within NOAA’s telecommunications portfolio, and this role brings the program the specialized expertise required to manage it — spanning service inventory, carrier billing, dispute resolution, funding, and acquisition. While EIS is the primary focus, the role also manages invoice tracking, contract surveillance support, and contract support across N-Wave’s broader portfolio of telecommunications contracts.
Working closely with the government Contracting Officer’s Representative (COR) and alongside program, engineering, and financial staff, the Systems Engineer V develops the tracking, reporting, and reconciliation solutions that give the program clear visibility into telecom inventory, cost, and funding status. Rather than owning the underlying systems of record, the role supplies the domain expertise, data integrity practices, and tracking capability that make those systems usable for program and acquisition decisions.
This work carries consequences beyond the financial. NOAA’s warning, forecast, and observational data moves across the telecommunications infrastructure these contracts pay for, so an inventory gap, a funding shortfall, or a disconnect processed in error can interrupt services that other agencies and the public rely on for life-safety decisions. Accuracy in this role is a continuity-of-service concern first.
The successful candidate will also serve as a principal advisor on NOAA’s next-generation EIS acquisition strategy and on the transition from the current contract vehicle as it approaches expiration.
CORE RESPONSIBILITIES
EIS & Telecom Inventory Subject Matter Expertise
- Serve as the program’s authority on GSA EIS ordering, pricing, billing, and service management, providing specialized expertise the team is newly assuming
- Run and validate recurring reporting from the telecom inventory system of record, confirming accuracy before results reach program, funding, and acquisition stakeholders
- Advise the COR and program staff on EIS service changes, ordering decisions, pricing validation, and downstream cost and funding impacts
- Translate EIS and NiOS processes, constraints, and requirements for team members and stakeholders new to the vehicle, building program-wide understanding of how the task order operates
- Preserve and apply institutional knowledge of pricing history, inventory baselines, and prior acquisition decisions to reduce financial and operational risk
Tracking, Reporting & Automation
- Partner with the COR to define and build tracking solutions that fit program workflows and decision-making needs
- Design and build automated data consolidation and reconciliation across fragmented sources using scripting, workflow automation platforms, and AI-assisted analysis
- Define validation rules, reconciliation logic, and exception handling applied across inventory, billing, and funding data
- Build user-facing request intake, workflow, and notification solutions that replace email-driven processes with tracked, auditable ones
- Develop dashboards and recurring reporting that give program, funding, and acquisition stakeholders direct visibility into inventory, cost, and dispute status
- Assess data volume and scalability constraints, and recommend platform or architecture changes where existing tooling cannot meet requirements
Financial Analysis & Contract Surveillance Support
- Validate carrier invoices and reconcile invoicing against service inventory and NOAA funding lines
- Identify, document, and drive resolution of billing disputes with carriers and prime contractors
- Build and maintain cost models supporting rate development, cost recovery, and allocation of telecom costs across NOAA Line Offices
- Maintain and continually simplify invoice tracking across N-Wave’s portfolio of telecommunications contracts, consolidating the data the COR needs for contract oversight into a single current view
- Build exception alerting that flags CLINs approaching or exceeding funded value and labor categories exceeding allotted hours, giving the COR early warning rather than after-the-fact discovery
- Produce analysis on billing accuracy, dispute aging, and resolution performance for program leadership and contracting staff
- Support budget formulation and execution with historical cost baselines, annual funding estimates by Line Office, and early identification of projected funding shortfalls
- Reconcile amounts billed against amounts calculated from invoiced labor and usage, identifying discrepancies that invoice totals alone would not reveal
Acquisition & Vendor Management
- Develop requirements, Independent Government Cost Estimates (IGCEs), and pricing structures supporting telecom and network service acquisitions
- Author and review pricing volumes and contract line item structures; support evaluation of vendor pricing proposals for cost realism and pricing integrity
- Advise the COR and contracting officials on acquisition risk, pricing, and the cost impacts of service decisions
- Coordinate across NOAA, prime contractors, and carriers to resolve service, inventory, billing, and funding issues
EIS Acquisition Strategy & Transition
-
- Serve as a principal advisor on the strategy for NOAA’s next EIS acquisition, including requirements development, pricing structure, and transition approach
- Develop cost, traffic, and bid models that quantify outcomes across competing acquisition strategies
- Build the inventory and pricing baselines required to scope, plan, and execute transition from the expiring contract vehicle
- Maintain inventory alignment between the outgoing and incoming contract vehicles throughout transition — tracking disconnect and migration status by Line Office and location, and monitoring billing on both vehicles to prevent duplicate, orphaned, or missed charges
- Support development of acquisition documentation, including requirements and pricing sections, in coordination with contracting officials
MINIMUM QUALIFICATIONS
- Bachelor’s degree and 15+ years of relevant professional experience; additional years of directly relevant experience may be substituted for the degree requirement
- Demonstrated experience supporting federal telecommunications programs, including GSA EIS and/or Networx
- Enterprise-scale experience with telecom inventory management, invoice validation, and billing dispute identification and resolution
- Demonstrated experience managing enterprise-volume telecom inventory across two concurrent contract vehicles during a transition — maintaining alignment between legacy and successor contracts, tracking disconnect and migration status by organization and location, and monitoring billing on both vehicles
- Demonstrated ability to serve as the authoritative subject matter expert for a major contract vehicle or technical domain within a larger program team, and to advise senior government stakeholders directly
- Experience supporting COR or contract oversight functions — CLIN-level invoice review, funding burn tracking, and exception reporting across multiple concurrent contracts
- Experience developing IGCEs, cost models, and pricing analysis in a federal acquisition context
- Demonstrated experience building automated data consolidation, reconciliation, or tracking solutions (scripting, workflow automation platforms, or AI-assisted data analysis)
- Ability to develop system requirements and current-state process documentation for enterprise system implementations
- Strong written and verbal communication, including briefing senior management and contracting officials on technical and financial findings
- Ability to obtain and maintain a Public Trust / federal background investigation
PREFERRED QUALIFICATIONS
- Direct experience supporting NOAA telecommunications, or comparable experience supporting mission-critical federal infrastructure where continuity of service carries life-safety consequences — weather warning dissemination, emergency communications, aviation, or public safety networks
- Experience supporting an EIS or Networx transition, including Transition Ordering Assistance (TOA)
- Experience implementing or transitioning to a telecom expense management (TEM) or telecom inventory platform
- Hands-on experience with workflow and data automation tooling — Smartsheet, Google Apps Script, AI-assisted analysis tools, MS Access, or SQL-based analysis
- Familiarity with cloud data platforms (e.g., BigQuery) and their application to large-dataset analysis
- Experience developing business cases and RFQ requirements for network service modernization
- PMP certification; Six Sigma training
Pay range
$135,000 - $160,000 USD
