Job Summary

The Chief Engineer will oversee all tradesmen responsible for the maintenance of all mechanical systems at RXR. Coordinates, interprets, and maintains and repairs facility equipment, including but not limited to switch gear, panel boards, distribution, lighting and lighting control equipment, plumbing systems, HVAC systems, Life Safety systems, etc. at the facility to ensure continuous and proper operation in the most economical fashion. 

Supervisory responsibilities: This position supervises full-time Local 94 engineers. There may be part time supervision of other staff members as well as vendors. This position will carry out supervisory responsibilities in accordance with the organization's policies and applicable state laws. Responsibilities shall include, but not be limited, to training employees, planning, assigning, and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.

Hours: Monday to Friday, 7am-5pm.

 

Responsibilities

  • Responsible for keeping mechanical areas of the building clean, safe, and well maintained and providing the owner with the best operating building that design may allow.
  • Communicates effectively (oral and in writing) with senior management, ownership, and other stakeholders.
  • Actively participates and ensures professional development of subordinates by assisting property management with selection and coordination of “Toolbox” training sessions.
  • Directly supervise union engineering staff.
  • Assists with management of all union relationships.  Maintains excellent intra-company and inter-company relationships through a cheerful and cooperative work attitude toward co-workers, supervisory staff, management personnel and personnel of other companies employed by RXR
  • Responsible for the implementation and ongoing management of the CMMS (Computerized Maintenance Management System). Manages repair and preventive maintenance activities assigned to engineering staff.
  • Helps assure that staff is addressing all service requests in a timely manner and that the staff’s time is being utilized efficiently. Assures that all work is performed in a safe, workman-like manner in conformance with first class maintenance trade practices and OSHA Standards and keeps work areas in a neat, clean, and safe condition at all times.
  • Assists in managing all Engineering related service agreements and contracts.
  • Responsible for helping to manage Engineering department budgets.
  • Responsible for operational oversight, maintenance, and repair of building management systems including but not limited to Building Automation system, Intelligent Fire Alarm notification and suppression systems, Fire Alarm Sprinkler systems, Lighting Control system, Elevator controls, etc.
  • Aids the property management in maintaining the proper inventory of essential spare parts and maintenance material for maintenance and repair of common areas and infrastructure systems and requisitions before running out of stock.
  • Understands the principles of operation, maintenance and repair of the building, especially the knowledge which is to include but not limited to the location of shut off switches and valves for electrical, steam, and water systems.
  • Actively participates in all energy management, utility procurement and energy conservation and environmentally friendly “green” initiatives.
  • Assists with risk management program development and implementation.
  • Schedules, assigns, plans, and monitors the work of personnel performing a variety of mechanical and electrical projects.
  • Assists with the review plans for future construction and tenant fit-out projects; assists in inspections of such to ensure compliance with building rules and regulations.
  • Assists with the review plans for future construction and/or retrofit of mechanical systems; assists in inspections of such to ensure compliance with building requirements, rules, and regulations.
  • Develops timelines for equipment replacement or retrofit as may be necessary
  • Prepares material and labor estimates and assists contracted professional design engineers in design requirements.
  • Monitors the acquisition and use of materials.
  • Assists in maintaining time, payroll, work order, material, equipment and other records and submits reports where required.
  • Trains or informs employees of new work methods or procedures, changes in safety regulations, work policies and electrical codes or standards as codes dictate.
  • Creates, maintains, and interprets company and department policies to assigned personnel and enforces safety regulations and adherence to proper codes and standards for legal compliance.
  • Coordinates and assists other engineering staff personnel with obtaining required and applicable licensing and certifications.
  • Participates in construction, property management and tenant meetings.
  • Understands and implements RXR’s corporate and ESG goals. 

 

Qualifications

Essential Physical Abilities:

  • Ability to visually inspect machinery.
  • Ability to walk up and down stairs for inspections and emergency procedure practice and/or implementation.
  • Ability to detect emergency alarms and alarm conditions – by auditory, visual, and olfactory senses.
  • Ability to inspect equipment located on roofs or other high places.
  • Ability to climb to roof of the building using stairways during conditions of power loss and during other emergencies.
  • Ability to work on hands and knees for inspection, repair or maintenance of equipment located low to the roof, floor slabs or ground.
  • Ability to work weekends and extended hours.
  • Ability to respond 24/7 to building emergencies
  • Ability to climb ladders to conduct inspections, maintenance and repairs.
  • Ability to move heavy objects with the aid of appropriate tools and equipment.
  • Ability to carry heavy objects, such as five (5) gallon pails up several flights of stairs.

 

Experience and Education

  • 10+ years of engineering experience with demonstrated supervisory responsibility in a class-A commercial property setting.
  • As required by the CBA, FDNY Q-01 and EPA Universal CFC licenses are required.
  • Strong interpersonal, coaching, and training skills.
  • Excellent technical and problem-solving skills.
  • Proficient oral and written communication skills.
  • Advanced computer skills, CMMS (Computerized Maintenance Management System), and building automation system experience. ANGUS experience is preferred.
  • Strong competency utilizing MS Word, Excel, and Outlook.
  • Strong recording-keeping and organizational skills; both digital and hard copy.
  • Detail oriented in all tasks, repairs, construction oversight, etc.
  • Familiarity with OSHA, NEC, NFC and life safety codes
  • Ability to read and interpret architectural and MEP drawings.
  • Ability to organize and coordinate work efficiently, set priorities and motivate others
  • Familiarity with pneumatic controls
  • Knowledgeable of ESG, sustainability best practices, and energy conservation measures.

The salary range and/or hourly rate listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job advertisement and may be modified in the future. When determining a team member's base salary/rate, several factors may be considered as applicable (e.g. location, years of service, specialty, education, relevant experience).

Bonus eligible. 

Pay Range

$57.66 - $62.50 USD
