Senior Project Manager, Public-Private Development

RXR is currently looking for a Senior Project Manager, Public-Private Development. This position will primarily focus on new P3 opportunities for the firm, as well as work on existing development projects in RXR’s portfolio.

The RXR platform manages 109 commercial real estate properties and investments with an aggregate gross asset value of approximately $16.6 billion, comprising approximately 30.9 million square feet of commercial properties, a multi-family residential portfolio of approximately 9,600 units under operation or development, and control of development rights for an additional approximately 3,000 multi-family and for sale units. RXR’s portfolio includes Manhattan signatures the Helmsley Building, 75 Rockefeller Plaza, 590 Madison and Starrett-Lehigh.

RXR is proud to be a leader in public-private partnerships (“P3”) across all asset types. Its commercial and mixed-use development P3 portfolio includes 175 Park Avenue, adjacent to Grand Central Terminal; JFK Terminal 6; Hamilton Green in White Plains, NY; and ongoing master development projects in New Rochelle, NY; Glen Cove, NY; and Apex, North Carolina. RXR is currently converting 5 Times Square into up to 1,200 residential units, in partnership with the City and State of NY.

SUMMARY:

The Senior Project Manager will work for the Executive Vice President, Investments & Public-Private Partnerships on the identification of P3 opportunities (inclusive of public, institutional, non-profit and other partners) and ongoing project management of portfolio projects through the acquisition, pre-development and entitlement phases.

The SPM will be responsible for the day-to-day oversight of their projects, including program development and due diligence in cooperation with RXR’s Development and Construction teams, zoning and entitlement review, community and stakeholder outreach and coordination, and working closely with the Investment Management Group on underwriting, and program assumptions.

The SPM will also play a significant role and be involved in monitoring political and government programs and developing policy positions and responses to issues that impact RXR’s business and/or have implications for the broader geographic areas in which the company operates.

This is a role which spans multiple RXR departments and provides wide visibility and exposure to different facets of RXR, including the company’s executive leadership.  Work will primarily relate to real estate opportunities, but may also involve infrastructure, prop-tech, real estate advisory and other opportunities the company pursues.

The ideal candidate will have a breadth of experience across multiple aspects of real estate development, have a demonstrated ability to manage projects and, above all, be a creative, engaged self-starter with an ability to work independently and respond quickly to new challenges and opportunities.

Historically, this opportunity positions candidates to continue professional growth as part of RXR’s development team, with direct responsibility and exposure for projects through the development lifecycle.

PRINCIPAL RESPONSIBILITIES:

  • Work under the direction of the EVP to manage all aspects of public-private partnership work, from identification of opportunities to bid responses, site evaluation and diligence, acquisition, entitlements, pre-development and thereafter as required.
  • Similarly, work with the EVP to manage all aspects of P3-adjacent opportunities, such as private acquisitions/transactions that may have a significant public element (e.g. entitlements, opportunity zone qualification, etc.)  
  • Prepare content and manage third-party consultants in preparation for RFP (or similar) bids
  • Prepare and manage budgets and schedules for pursuit of opportunities; develop budgets for pre-development periods and full project underwriting. 
  • Collaborate with Investment Management Group and Development and Construction groups on all aspects of relevant projects
  • Interface with Construction team to develop estimates for consistency with project documents, legal agreements, approvals, etc. 
  • Manage the underwriting and market concept for each project through the process to secure entitlements from relevant municipal authorities. 
  • Ensure proper communication and overall coordination of the project team and external consultants. 
  • Track relevant policy and political items that may impact RXR’s business lines (i.e. familiarity with State and City budget, Federal programs, new/proposed laws and regulations, etc)

 
IDEAL EXPERIENCE/EDUCATION:

The ideal candidate will possess the following experience, skills and traits:

  • Bachelor’s degree required; Master’s degree, MBA, or professional certification strongly preferred. 
  • Minimum of 7 years of commercial and/or mixed-use real estate development and/or infrastructure experience required. 
  • Must have working knowledge of real estate economics, with preference for experience in real estate development, investments, or similar field.
  • Familiarity with NYC/NYS/regional land use/entitlement process (including ULURP, and regional zoning approaches and respective environmental review) strongly preferred

  • Possess exceptional presentation and communication skills, with ability to present detailed information efficiently and clearly.
  • Present effectively in public settings, including community and other stakeholder meetings, with elected and government officials, and in responding appropriately to challenging situations and questions 
  • Be proactive, dependable, consistent, diligent, and thorough. Time management is an essential skill. Set clear timelines for task due dates. Keep timelines up to date. 
  • Effectively work under pressure and prioritize work to ensure it is completed under intense deadlines. Creative and resourceful in completing tasks accurately in a compressed timeframe. 
  • Must demonstrate strong proficiency in Excel and PowerPoint, with experience in other presentation programs a plus.
  • Demonstrate an interest in current events and public policy related to RXR’s business.

The salary range and/or hourly rate listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job advertisement and may be modified in the future. When determining a team member's base salary/rate, several factors may be considered as applicable (e.g. location, years of service, specialty, education, relevant experience).

Bonus eligible. 

Pay Range

$160,000 - $190,000 USD
