Cost Manager / Field Contract Administrator

We have an upcoming opportunity for a Cost Manager / Field Contracts Administrator for a large client in San Francisco. The Cost Manager / Field Contracts Administrator will manage the delivery of subcontracts and trade packages as well provide construction contract change management services for infrastructure construction projects. We are looking for a candidate who is able to work Full-Time In-Person in the Hetch Hetchy Region

  • Contract compliance: Make sure the contractor and subs are doing what their contracts require—notice provisions, documentation, insurance/bonds, reporting, schedules, deliverables, etc.
  • Changes/change orders: Track potential changes, review backup, help price or validate them, maintain change logs, and shepherd change orders through approval.
  • Subcontract administration: Help prepare and administer subcontracts, amendments, purchase orders, task orders, and closeouts.
  • Payment: Review subcontractor pay applications and supporting documentation and make sure payments align with contract terms and completed work.
  • Claims and notices: Track RFIs, delays, differing site conditions, owner-directed changes, and other events that could become claims; make sure required notices go out on time.
  • Cost/document control: Maintain the contractual record—correspondence, logs, commitments, change documentation, forecasts, and sometimes earned-value/cost information.
  • Field coordination: Work closely with the project manager, superintendent, project controls/cost team, scheduler, estimators, and legal/contracts staff.


Job Description

Daily duties:

  • Provide construction contract change management and contract administration for various projects, particularly CM/GC project delivery method construction efforts. 
  • Provide support to the resident engineer in the administration of the terms and conditions of the contracts.
  • Manages the contract change process, including monitoring and tracking changes and claims resolution, and coordinates with the resident engineer and Project Engineer on the identification of change requests to be incorporated into change orders.
  • Manages the preparation of change orders, including preparing record of negotiations and maintaining the contract files.
  • Reviews applications for payment and project correspondence to the construction contractors for conformance with contractual requirements.
  • Reviews and responds to RFIs that request clarification of contractual requirements.
  • Assists the resident engineer in project closeout activities to ensure all administrative and contractual requirements are met.


Qualifications:

  • 10+ years of experience providing construction contract change management services for infrastructure construction projects.
  • Demonstrated experience providing construction contract change management and contract administration services within the last 15 years for at least two single, completed, and verifiable infrastructure construction projects valued at $25 million or more.
  • Bachelor's Degree in Engineering, Construction Management, Business Administration, or relevant discipline from an accredited institution.
  • Demonstrated knowledge of construction contract requirements and contract change management processes including claims analyses and negotiations, change order cost estimates, time impact analyses, etc.
  • 3+ years of recent experience using CM software systems.
  • Excellent written and verbal communication skills.
  • Ability to work onsite in Hetch Hetchy.
