Programmatic Safety Compliance Officer

Saylor Consulting Group is seeking a full-time Programmatic Safety Compliance Officer to support our client, Central Contra Costa Sanitary District (Central San). The role helps establish and implement Central San's programmatic safety compliance services as part of an anticipated multi-year contract. Work must be done in person, with daily onsite presence at Central San's wastewater treatment plant in Martinez, California. The contract is expected to start in March 2027 and run for a minimum of five years.

The Programmatic Safety Compliance Officer will support Central San's capital improvement program by building a consistent, program-wide approach to construction safety compliance. Central San operates an active wastewater treatment plant, and many projects run at once on the site. The role will help standardize how contractor safety information is collected, reviewed, and documented across those projects. This means developing uniform templates, processes, and documentation that support compliance with Cal/OSHA requirements and Central San safety standards. The officer will work closely with Central San safety staff, project managers, construction managers, plant operations staff, and contractors, both to make safety expectations clear and consistent and to address hazards before work begins.

 

Daily Duties

  • Help establish and implement Central San's programmatic safety compliance services, including the program's procedures, roles, and documentation requirements.
  • Standardize how contractor safety information is submitted and reviewed across projects, and develop consistent templates, checklists, forms, and processes for program-wide use.
  • Review contractor safety submittals for compliance with contract requirements, Cal/OSHA regulations, and Central San standards. These include site-specific safety plans, Injury and Illness Prevention Programs, and job hazard analyses.
  • Review and comment on bypass pumping plans, structural shoring and excavation support systems, and hazardous atmosphere mitigation measures for confined space and treatment plant work.
  • Conduct regular field safety inspections and audits of active construction sites within the treatment plant. Document findings and track corrective actions to closure.
  • Coordinate with plant operations staff so construction activities, shutdowns, and tie-ins are planned and carried out safely around operating facilities.
  • Participate in pre-construction meetings, weekly progress meetings, and pre-task planning to communicate safety expectations and identify hazards early.
  • Support incident and near-miss reporting and investigation, including root cause analysis and documentation of lessons learned.
  • Maintain safety compliance records, logs, and documentation in a consistent format across all projects.
  • Prepare safety performance metrics, status reports, and dashboards for Central San management.
  • Develop and deliver safety orientations and training materials for contractor and project personnel.
  • Identify recurring compliance issues across projects and recommend improvements to program procedures and contract safety requirements.

 

Minimum Qualifications

  • Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), OSHA 30-Hour certification, or equivalent.
  • At least 5 years of dedicated construction safety experience.
  • At least 3 years of that experience supporting heavy civil or wastewater treatment facility projects.
  • Demonstrated experience reviewing bypass pumping plans, structural shoring systems, and hazardous atmosphere mitigation measures.
  • Working knowledge of Cal/OSHA construction safety regulations, including excavation and trenching, confined space entry, and fall protection.
  • Experience developing or standardizing safety templates, procedures, and documentation.
  • Strong written and verbal communication skills, and comfortable working with owner representatives, contractors, operations staff, and senior management.
  • Organized and detail-oriented, with the ability to manage safety compliance across multiple concurrent projects.
  • Valid driver's license issued by any U.S. state.
  • CSP or CHST certification in addition to OSHA 30-Hour training.
  • Experience supporting safety programs at an operating wastewater or water treatment facility.
  • Experience establishing or managing safety compliance at the program or multi-project level for a public agency.
  • Familiarity with hazards specific to wastewater treatment, such as hydrogen sulfide, methane, and biological exposure.
