Project Controls Specialist (P3)

We are currently seeking a Project Controls Specialist to play a vital role in supporting the tender phase of large-scale Heavy Civil Public-Private Partnership (P3) pursuits. This position is responsible for coordinating all Project Controls functions including cost, schedule, and document control during pursuit development. Working closely with Estimating, Engineering, and Operations teams located across multiple offices, the Project Controls Specialist ensures alignment in the development of the project plan and estimate.
This role is essential to creating the foundation for effective project pursuits and execution, ensuring integration of schedule and estimate, and maintaining rigorous documentation standards throughout the proposal phase.
DUTIES AND RESPONSIBILITIES
Project Controls Coordination
- Lead the integration of schedule, cost, and document control systems during pursuit development.
- Support the collaborative planning process and help define the overall project controls strategy for each pursuit.
WBS & Coding Structure Development
- Develop and manage the Work Breakdown Structure (WBS) in coordination with the Estimating and Scheduling teams.
- Align estimating activity codes and cost structures with scheduling logic to enable a unified control framework.
Schedule Integration
- Support development of tender-level CPM schedules (typically in Oracle P6), ensuring consistency with the bid scope and estimating inputs.
- Coordinate handoffs between design milestones, permitting constraints, construction phasing, and pricing strategy.
Cost Control & System Integration
- Lead the integration of cost control systems with estimating and scheduling tools to ensure consistent coding, data accuracy, and real-time cost tracking across the pursuit.
- Support cost performance analysis and reporting, including variance tracking, risk-adjusted forecasting, and development of standardized cost dashboards for leadership review.
Estimate Coordination
- Assist in the structuring of the estimate to align with the WBS and schedule deliverables.
- Collaborate with estimators to reconcile scope gaps and ensure proper mapping of bid items to schedule and cost activities.
Document Management
- Ensure all pursuit-related documentation (drawings, specs, assumptions, schedule iterations) is controlled, accessible, and shared appropriately across all team members and JV partners.
- Track and maintain registers for key planning inputs, basis-of-estimate narratives, and risk registers.
Communication & Interface Management
- Facilitate coordination among Estimating, Engineering, Operations, and Executive teams.
- Support working sessions, schedule reviews, and decision log tracking across stakeholder groups.
Reporting & Analysis
- Prepare reports summarizing pursuit progress, critical path impacts, and alignment of schedule and cost.
- Identify inconsistencies and flag risks early to pursuit leadership.
REQUIREMENTS
Education:
- A bachelor’s degree in civil engineering or a similar technical engineering degree is preferred.
- Degrees in Construction Management or a Civil Engineering Degree with a certificate in Construction Management would also be acceptable.
Experience:
- A minimum of 10 years of experience in a Construction Management or Project Management role is required.
- Preferred experience in Heavy-Highway or Heavy-Civil Construction.
- Experience in managing P3 Projects (Public Private Partnerships) or Projects with a value of $100M USD or greater is highly valued.
Skills:
- Strong familiarity with standard construction ERP systems such as Viewpoint Vista, and scheduling tools like Oracle P6.
- Working knowledge of document control systems and collaboration tools (e.g., SharePoint, Autodesk Build, Procore, etc.)
- Proficient in data analysis, risk management, team building, and staff development.
- Strong leadership and communication skills are crucial, given the responsibilities of team building and stakeholder communication involved in the role.
- Comfortable leading coordination efforts across dispersed and multi-functional teams.
Certifications:
- PMP, CCP, or AACEI certification is a plus but not required.
Other:
- Willingness and ability to travel occasionally to support team workshops or joint venture coordination sessions.
- Flexibility to work across time zones as needed to support distributed pursuit teams.
Working Conditions, Mental and Physical Demands:
- Typically, an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.
- Work assignments are diversified. Interpret, comprehend, and apply complex material, data, and instruction – prepare, provide, and convey diversified information.
- Minimal physical effort required. Work is mostly sedentary but does require walking, standing, bending, reaching, lifting, or carrying objects that typically with less than 10 lbs. (e.g., papers, books, files and small parts, etc.). Moderate dexterity – regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination.
- Work has periodic stress due to frequent goals and deadlines, and responsibility associated with the role.
