P3 Subcontracting Manager (Procurement Manager Preconstruction)

Pittsburgh, Pennsylvania, United States; Arlington, Virginia, United States

S&B USA, headquartered in Pittsburgh, PA, is a leading infrastructure solutions company specializing in the development and construction of complex infrastructure projects, particularly through Alternative Delivery Partnerships. S&B USA offers comprehensive services, including project development, general contracting, self-performing construction, financing, and post-construction operations and maintenance. S&B USA is committed to innovation, sustainability, and community engagement, with a portfolio featuring mega projects like the Fargo-Moorhead Stormwater Diversion Channel in North Dakota and the PennDOT Major Bridge P3 Program across Pennsylvania.

POSITION SUMMARY

The P3 Subcontracting Manager builds and manages the downstream commercial base for design-build joint venture (DBJV) pursuits in the US public-private partnership (P3) market.

The role identifies and prequalifies trade partners and solicits and commercially levels subcontractor and supplier pricing for the estimate. It secures binding commitments from critical subcontractors before proposal submission and procures the consultants the pursuit itself requires. It also develops the disadvantaged and small business participation plan and reviews and negotiates downstream agreements from NDAs through major subcontracts. On award, the role hands this work over to the project team in an organized way and supports that team through initial project setup.

DUTIES AND RESPONSIBILITIES

  1. Prequalification and Trade Market Development
    • Develops and manages the prequalification process for all downstream trades across active pursuits, with criteria that meet Authority and RFP requirements.
    • Aligns prequalification with JV partners, who bring their own preferred subcontractors and suppliers.
    • Maintains the prequalified trade database, including capacity, bonding, safety, and performance information.
    • Identifies sole-source and thin-market risks in critical trades and develops mitigation strategies.
  2. Bid-Phase Solicitation and Commercial Leveling
    • Develops and executes the solicitation plan for each pursuit, including scope packaging coordinated with the Pursuit Manager, Estimating, and JV partners.
    • Prepares and issues bid packages and runs the solicitation process (pre-bid meetings, RFIs, addenda, and bid receipt).
    • Levels received proposals commercially, normalizing scope, exclusions, qualifications, and pricing so that proposals can be compared on a like-for-like basis.
    • Integrates subcontractor and supplier pricing into the estimate with Estimating, with accurate scope definition and clearly identified gaps and allowances.
  3. Dedicated Subcontractor Commitments
    • Identifies packages that require formal subcontractor commitment before proposal submission, whether driven by RFP requirements, technical differentiation strategy, or risk mitigation.
    • Manages dedicated subcontractor selection with the pursuit team and JV partners.
    • Negotiates dedication, teaming, and exclusivity agreements covering scope, pricing basis, exclusivity, and the terms on which the commitment converts to a definitive subcontract.
    • Manages dedicated subcontractors through the proposal phase, coordinating their technical input, integrating their pricing, and facilitating their participation in design development.
  4. Preconstruction Services Procurement
    • Procures the consultants and professional services the pursuit itself needs, such as estimating support, scheduling, risk review, utilities, environmental and permitting, geotechnical, survey and mapping, constructability review, and value engineering.
    • For each engagement, identifies qualified firms, solicits proposals, negotiates terms, prepares the agreement for legal review and executive signature, and manages the engagement through completion.
  5. Downstream Agreement Review and Negotiation
    • Serves as the primary reviewer and negotiator for downstream agreements across the full value range, from NDAs and minor consultant agreements through major subcontracts.
    • Reviews counterparty redlines and negotiates terms that protect the company's commercial position, within the commercial risk positions and delegation thresholds set by the Commercial Lead.
    • Ensures proper flow-down of prime design-build contract obligations and of federal-aid and Authority requirements.
    • Escalates commercially unusual or high-risk terms to the Commercial Lead and coordinates legal review for all agreements.
    • Maintains a tracked agreement process across all pursuits, so that agreements move from negotiation through legal review to signature without backlog.
  6. Disadvantaged and Small Business Participation
    • Develops the proposal's participation plan to meet the federal Disadvantaged Business Enterprise (DBE) program, as currently in force, and any state, Authority, or local programs the RFP specifies.
    • Tracks changes to participation regulations and how the relevant state certification program and Authority implement them, including certification, goal setting, and counting, and adjusts the participation strategy accordingly.
    • Manages this function with JV partners, who share participation obligations.
    • Coordinates and plan Subcontractor Outreach events in coordination with public affairs for both DBE and local business engagement.
  7. Award Transition and Project Team Support
    • On award, prepares a structured handover to the project team. It covers the prequalified trade database, solicitation records and bid tabulations, leveled scope and pricing with identified gaps and allowances, dedicated subcontractor commitments, participation commitments and outreach records, consultant engagement status, and the agreement tracker.
    • Briefs the project team's subcontracts, procurement, and commercial staff on the commercial basis of each commitment made at proposal, including scope assumptions, pricing basis, exclusivity terms, and agreed flow-down positions.
    • Supports the conversion of dedicated commitments and pursuit-stage pricing into definitive subcontracts through commercial and financial close, so that commitments made at proposal are honored and pricing holds.
    • Supports the project team in confirming participation commitments to the Authority after award.
    • Remains the project team's point of reference on pursuit-stage commitments during initial setup.
    • Captures lessons learned on market response, pricing, and agreement terms for use on future pursuits.

QUALIFICATIONS

Required:

  • Bachelor's degree in construction management, civil engineering, business, or a related field, or equivalent professional experience.
  • Experience soliciting, leveling, and negotiating subcontractor and supplier pricing on US heavy civil projects (highway, bridge, or transit).
  • Project Management experience in the role of contract manager supervising subcontractor performance and contract compliance.
  • Ability to read, redline, and negotiate subcontracts, consultant agreements, teaming and exclusivity agreements, and NDAs, and to explain the commercial consequence of a position to executives.
  • Working knowledge of design-build risk allocation and the flow-down of prime contract obligations, including scope, schedule, liquidated damages, indemnity, insurance, bonding, warranty, change, claims, and dispute resolution provisions.
  • Working knowledge of federal-aid requirements that flow to subcontracts, including the FHWA, Buy America, Davis-Bacon prevailing wage, and the DBE program.
  • Experience preparing DBE or small business participation plans, conducting outreach, and documenting good faith efforts.
  • Strong organization and the ability to run a tracked process across multiple concurrent pursuits and a high volume of agreements.

Preferred:

  • P3 pursuit experience, particularly on managed lanes, toll roads, or other revenue risk concessions.
  • Experience working within a construction joint venture, including with international partners.
  • Familiarity with the stages of P3 procurement (RFQ, RFP, communication protocols, and commercial and financial close).
  • Established relationships across the US heavy civil subcontractor, supplier, and consultant market.
  • Familiarity with heavy civil estimating systems and bid management platforms.
