Position Overview:
The Bilingual Lobby Services Program Manager is responsible for overseeing the clinical, logistical, and administrative functions of San Francisco AIDS Foundation’s vibrant and critical Lobby Services program and neighboring milieu. The Bilingual Lobby Services Program Manager will create, implement, and maintain a safe, welcoming and efficient environment for SFAF clients, staff, and guests. Using a harm reduction approach and high-quality hospitality, Lobby Services connects individuals to appropriate SFAF services and/or external programs/services. Ensures partnership with an interdisciplinary team to engage, connect, and maintain clients’ connection with programs and services. Supervised hours toward licensing may be available. Additionally, this manager will provide coverage support for Lobby Services as needed, triage and provide on- site support and assistance.
Essential Duties:
- Supervision, Support, Advocacy: Directly supervise the Lobby Services team consisting of 2-4 full-time Lobby Services Navigators, including one- on –one supervision, team huddles, and annual individual reviews. Monitor breaks and respite shifts. Serves as a liaison for staff to Program Managers and Leadership Teams. Assists with hiring and interviewing and supervises volunteers as needed.
- Clinical: Provide a warm and welcoming environment to build a rapport with participants and visitors. Effectively engage clients through ongoing communication of guidelines and expectations. Provide counseling, internal and external referrals, and assistance. De-escalate incidents, and support registration for clients as needed in Electronic Health Records. Help develop, uphold and implement modified service plans in consultation with Director, Navigation and Benefits. Collect, enter and analyze data and trends. Develop processes to best manage flow of participants and visitors.
- Staff Training & Support: Provide relevant training for staff and facilitate consultation meetings with Lobby Services staff, colleagues and partners to optimize client care. Narcan trained.
- Client Engagement: Develops and implements opportunities for clients to engage in activities and events, including volunteer opportunities. Ensures SFAF program and service provider information and material is current and posted.
Other Responsibilities:
- Volunteer Coordination: Collaborate with the Volunteer Coordinator to provide volunteer opportunities to support engagement and assist with Corporate Events as needed.
- Safety Planning: Maintain a site-specific security protocol, create a safety monitoring plan, and training staff on emergency procedures and protocols. Monitor bathrooms and milieu areas for safety. Act as a Floor Warden for the Foundation.
- Administrative: Oversee the Lobby Services Navigators’ daily schedules, client incident reporting, and communications to staff about client incidents and 940 specific matters. Collaborate with the Facilities team as needed. Approve staff PTO and timecards and ensure adequate coverage for Lobby Services. Coordinate supplies inventory. Shop at the Food Bank as needed to maintain the supply of affordable snacks for visitors and participants.
- Financial: Manage Lobby Services budget.
- Maintains established department policies and procedures.
- Attends necessary and relevant trainings, workshops, and staff meetings.
- May be required to work at other locations or off-site.
- Other duties as assigned.

- Computer Skills: Proficiency with Microsoft Office Suite required and eClinical Works preferred.

Supervision:
- 2-4 Lobby Services Navigators, individual supervision and team meetings.
Physical Requirements:
- Proficiency in using office equipment like computers, copiers, and phones.
- Ability to perform routine bending, stooping, twisting, and reaching. Education and Experience:
- High School diploma or equivalent.
- Minimum of 5 years of experience working
- Experience working in low threshold walk-in centers or milieu-based community mental health settings strongly preferred.
- Must have experience with or be interested in providing services to folks with active injection, non-injection and/or alcohol use in a model or care that accepts participant goals ranging from managed use to targeted abstinence to full abstinence.
- Strong working knowledge of San Francisco’s community based services and referrals.
- Strong de-escalation skills.
This position will have access to protected health information (PHI) and may only access, use or disclose the minimum information necessary to perform their designated role on behalf of San Francisco AIDS Foundation, regardless of the extent of access provided.
Work Environment:
This position is an on-site position, located primarily at 940 Howard Street, San Francisco, however it may occasionally require traveling to other office locations or off-site meetings as required by the job. Role may include evening and weekend coverage.
Travel expenses for commuting to SFAF offices are not reimbursable.
