Position Summary

The Senior Fraud Risk & Intelligence Analyst supports the Enterprise Fraud Risk Management Program (EFRMP) by identifying, assessing, and mitigating fraud risks across the organization. This role combines fraud risk management, investigative analysis, open-source intelligence (OSINT), cybersecurity collaboration, and enterprise reporting to help protect organizational assets, financial integrity, and mission-critical operations.

The ideal candidate is a versatile analyst capable of supporting multiple aspects of the fraud lifecycle, including fraud risk assessments, investigative support, intelligence analysis, stakeholder engagement, dashboard development, and enterprise fraud awareness. This individual works closely with cybersecurity personnel, Security Fusion Center (SFC) teams, business stakeholders, legal, audit, compliance, and law enforcement partners to identify fraud trends, investigate suspicious activity, and develop proactive fraud prevention strategies.

Key Responsibilities

Enterprise Fraud Risk Management

  • Collect, validate, analyze, and maintain the Enterprise Fraud Risk Register and Enterprise Fraud Risk Profile.
  • Assess fraud risks across business units and support quarterly updates to enterprise fraud risk reporting.
  • Calculate and analyze enterprise fraud risk metrics, identifying High, Moderate, and Low risk areas.
  • Support annual updates to fraud risk scoring methodologies and assessment frameworks.
  • Assist in developing enterprise fraud mitigation strategies aligned with organizational objectives.
  • Support fraud risk liaisons through guidance, training, and collaboration.

Fraud Intelligence & Analysis

  • Conduct research and analytical assessments to identify emerging fraud trends, schemes, and operational risks.
  • Utilize Open-Source Intelligence (OSINT), commercial intelligence sources, public records, and internal data to support fraud investigations.
  • Analyze internal and external fraud indicators to identify patterns, anomalies, and potential control weaknesses.
  • Produce analytical reports and recommendations supporting fraud prevention and risk reduction initiatives.
  • Collaborate with cybersecurity teams to identify fraud activities with cyber-related indicators or technical components.

Fraud Investigations

  • Provide analytical support throughout fraud investigations involving suspected internal or external fraud.
  • Collect, organize, validate, and analyze investigative data from multiple sources.
  • Schedule and participate in interviews, meetings, and investigative discussions with stakeholders.
  • Develop preliminary findings, investigative summaries, and final analytical reports.
  • Provide ongoing case status updates and recommendations for mitigation and process improvements.
  • Coordinate with legal, compliance, audit, security, and law enforcement partners throughout investigative activities.

Security Fusion Center Collaboration

  • Partner with the Security Fusion Center (SFC) to improve fraud monitoring, tracking, reporting, and operational awareness.
  • Assist in the development of fraud-related Security Incident Response (SIR) workflows within the ServiceNow platform.
  • Share fraud intelligence with cybersecurity personnel to improve enterprise detection and response capabilities.
  • Support development of fraud-related use cases that integrate fraud risk management into enterprise security operations.

Reporting & Data Analytics

  • Collect, validate, analyze, and publish enterprise fraud incident data supporting executive decision-making.
  • Develop and maintain fraud dashboards, performance metrics, and trend analyses.
  • Identify recurring fraud patterns and recommend improvements to organizational controls.
  • Support continuous improvement of fraud reporting capabilities and data visualization.

Stakeholder Engagement & Program Support

  • Facilitate collaboration among business units focused on payments, debt collection, revenue collection, retail securities services, cybersecurity, and financial integrity.
  • Coordinate stakeholder meetings, prepare agendas, facilitate discussions, and document action items.
  • Assist with development of enterprise fraud management strategies and implementation plans.
  • Support fraud awareness initiatives including Fraud Forums, newsletters, webinars, and educational outreach.
  • Maintain EFRMP SharePoint sites and knowledge repositories, ensuring program documentation remains current and accessible.
  • Develop Standard Operating Procedures (SOPs), guidance documents, and operational playbooks supporting fraud risk management.

Fraud Risk Assessments

  • Support enterprise fraud risk assessments using established fraud risk methodologies and frameworks.
  • Assist business units in identifying fraud risks, evaluating existing controls, and developing mitigation recommendations.
  • Track implementation of corrective actions and monitor progress toward reducing fraud exposure.

Required Qualifications

  • Bachelor's degree in Criminal Justice, Cybersecurity, Intelligence Studies, Accounting, Finance, Business Administration, Information Technology, or a related field.
  • Experience in fraud investigations, fraud risk management, intelligence analysis, cybersecurity analysis, financial crime investigations, or a related discipline.
  • Experience conducting analytical investigations involving financial fraud, cyber-enabled fraud, or operational risk.
  • Experience utilizing Open-Source Intelligence (OSINT) as part of investigative or intelligence activities.
  • Strong analytical skills with experience identifying fraud patterns, trends, and indicators.
  • Experience preparing executive reports, dashboards, risk assessments, and investigative documentation.
  • Experience collaborating with cross-functional teams including cybersecurity, legal, audit, compliance, and business operations.
  • Strong communication, facilitation, and stakeholder engagement skills.
  • Experience using Microsoft Office and SharePoint for documentation, collaboration, and reporting.

Preferred Qualifications

  • Certified Fraud Examiner (CFE)
  • Certified Anti-Money Laundering Specialist (CAMS)
  • GIAC Open Source Intelligence (GOSI)
  • Certified Information Systems Security Professional (CISSP)
  • Experience supporting federal government fraud prevention or financial integrity programs.
  • Familiarity with ServiceNow Security Incident Response (SIR), enterprise case management, or workflow automation.
  • Experience supporting Security Operations Centers (SOC) or Security Fusion Center (SFC) initiatives.
  • Knowledge of payment fraud, improper payments, identity fraud, financial crime, or insider threat programs.

Knowledge, Skills, and Abilities

  • Strong understanding of enterprise fraud risk management principles, fraud prevention strategies, and investigative methodologies.
  • Experience applying OSINT techniques to support fraud investigations and intelligence gathering.
  • Ability to recognize fraud indicators, emerging fraud schemes, and operational vulnerabilities.
  • Working knowledge of cyber-enabled fraud, digital identity abuse, phishing, account takeover, and other technology-driven fraud threats.
  • Ability to translate analytical findings into actionable recommendations for executives and operational stakeholders.
  • Strong investigative, interviewing, documentation, and critical thinking skills.
  • Ability to balance multiple priorities while supporting investigations, risk assessments, reporting, and stakeholder engagement.
  • Excellent written and verbal communication skills with the ability to collaborate effectively across fraud, cybersecurity, legal, audit, compliance, and business teams.
