Job Overview:

SK hynix America is seeking a highly qualified and trusted professional to lead technical engagement efforts across the U.S. defense programs. A core component of this position involves laying the foundational groundwork for our DoW operations, ensuring strict adherence to national security protocols.

Key focus areas include cultivating strategic relationships with U.S. government stakeholders, coordinating with specialized DoW consulting firms, ensuring full compliance with national security regulations and leading engagement efforts in developing proposals. You may also be responsible for facilitating the seamless establishment and operation of a FOCI-mitigated entity if triggered, and managing DoW projects as they are awarded.

Responsibilities include but are not limited to:

  • Build and maintain deep technical expertise in the U.S. defense project developments and executions, while leading contract administration, customer engagement, onboarding activities, cross-functional coordination, and milestone delivery.
  • Serve as the primary liaison for external DoW consulting firms, ensuring seamless collaboration.
  • Establish and enforce rigorous security protocols and data handling procedures to ensure full compliance with U.S. defense information protection standards.
  • Develop strategic readiness for the potential establishment of a FOCI-mitigated entity (Foreign Ownership, Control, or Influence), ensuring all necessary national security compliance frameworks are in place should the requirement arise.
  • Build and maintain a robust network of key personnel within relevant U.S. government agencies and defense departments.
  • Facilitate high-level communications, briefings, and meetings to represent the company’s interests and capabilities.

Requirements:

  • Must be a U.S. Citizen.
  • Position requires a Department of War (DoW) security clearance to start, or an equivalent active security clearance with another U.S. government agency (e.g., DoC).
  • Ability to work extended hours when necessary due to global time differences or critical project deadlines.

Qualifications:      

  • Education: Bachelor’s degree in International Relations, Political Science, Business, or a related field is preferred.
  • Experience: 3+ years of experience in government relations, defense-related projects, or strategic program management.

Security & Compliance Knowledge:

  • Strong understanding of federal compliance, specifically Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Demonstrated understanding of the NISP (National Industrial Security Program) and prior experience with DoW projects is highly desirable.

Skills:

  • Excellent communication and interpersonal skills, with the ability to navigate complex bureaucratic environments.
  • Detail-oriented, diplomatic, and tactful in handling sensitive information.
  • Basic understanding of advanced semiconductor packaging technologies
