Summary

Spark is hiring a Compliance Specialist responsible for ensuring agent and agency compliance with CMS regulations while supporting business growth through comprehensive monitoring, training, and quality assurance programs. You will lead our enhanced compliance monitoring system, conduct regular assessments of agent performance, and provide targeted remediation support to ensure all agents maintain high standards of regulatory compliance. This role combines traditional compliance support (marketing materials, carrier audits) with proactive quality assurance through our tiered monitoring system and data-driven performance analysis.

The position will report to the Medicare Training & Compliance Supervisor and partner closely across our Platform, Contracting, Finance, and Sales teams to maintain the highest standards of compliance across our agent network.

What You'll Do

Compliance Monitoring & Quality Assurance (50%)

  • Conduct regular compliance assessments of agents and agencies using our tiered monitoring system
  • Monitor CTM/allegations rates and identify agents requiring enhanced oversight or remediation
  • Perform quality assurance reviews of agent activities, including enrollment processes, customer interactions, and documentation
  • Manage tier assignments and progression through our compliance monitoring framework
  • Develop and implement corrective action plans for non-compliant agents and agencies
  • Track and analyze compliance metrics to identify trends and proactive intervention opportunities
  • Conduct compliance audits and investigations as needed

Agent Support & Remediation (30%)

  • Assist agents and agencies with carrier compliance audits and provide audit preparation support
    Provide expert guidance on advanced Medicare and compliance-related questions
  • Support agents in navigating carrier portals through self-service guides and direct assistance
  • Deliver targeted remediation training for agents in higher compliance tiers
  • Conduct one-on-one coaching sessions with agents requiring performance improvement
  • Facilitate compliance touchpoints and regular check-ins with flagged agencies

Marketing Materials & CMS Compliance (10%)

  • Review and approve agent marketing materials ensuring adherence to CMS guidelines
  • Process marketing materials through CMS approval workflows and maintain approval tracking
  • Provide guidance on compliant marketing practices and help agents develop effective, compliant promotional strategies
  • Monitor marketing compliance through ongoing quality assurance reviews
  • Maintain current knowledge of CMS marketing and advertising regulations

Training & Education (10%)

  • Support the development of Medicare training programs by contributing research, content suggestions, and compliance insights
  • Deliver targeted remediation and one-on-one coaching for agents identified through performance monitoring or compliance concerns
  • Assist in preparing materials and logistics for live training sessions and webinars, including presentation support and follow-up documentation
  • Create or revise training documentation for accuracy and clarity, especially for compliance-focused topics
  • Maintain records of agent training participation, track completion metrics, and flag gaps for follow-up

What We're Looking For

Required Experience & Skills

  • 3+ years of experience in Medicare compliance, health insurance regulation, or related field
  • Proven experience training health agents and/or beneficiaries on Medicare topics
  • Strong analytical skills with experience in data analysis and performance monitoring
  • Experience with quality assurance programs and compliance monitoring systems
  • Knowledge of CMS regulations, including marketing guidelines, enrollment processes, and complaint handling
  • Excellent written and verbal communication skills with ability to explain complex regulations clearly

Technical & Process Skills

  • Proficiency with data analysis tools (Excel, Airtable, or similar platforms)
  • Experience with compliance tracking systems and performance metrics
  • Strong attention to detail and ability to follow complex processes consistently
  • Project management skills with ability to manage multiple compliance cases simultaneously
  • Experience conducting assessments and developing improvement plans

Compensation

Our salary ranges are based on paying competitively for our company’s size and industry, and are one part of the total compensation package that also includes equity, benefits, and other opportunities at Spark. In accordance with New York City, Colorado, California, and other applicable laws, Spark is required to provide a reasonable estimate of the compensation range for this role. Individual pay decisions are ultimately based on a number of factors, including qualifications for the role, experience level, skillset, geography, and balancing internal equity. A reasonable estimate of the current salary range is listed below. We expect most candidates to fall in the middle of the range. We also believe that your personal needs and preferences should be taken into consideration, so we allow some choice between equity and cash.

Base Salary

$70,000 - $85,000 USD
