In the federal mission space, SpyCloud supports U.S. Cyber Command, the Intelligence Community, the FBI, and agencies across the Department of War and the broader federal civilian and law-enforcement enterprise. The Director, Federal Program Management owns the success of SpyCloud's contracts with Department of War, Intelligence Community, and federal law-enforcement customers — end to end. You engage before award to shape winning proposals and raise our probability of win (PWin). After award, you own the customer experience, orchestrate the deployment of every SpyCloud asset, govern analyst-credit consumption and billing, and serve as the single point of accountability across SpyCloud and its partners.

You are the connective tissue between the customer's mission and SpyCloud's operations, finance, sales, customer success, and product teams. Success in this role is measured by mission outcomes delivered, contracts renewed and expanded, and customers who consider SpyCloud indispensable.

What You'll Do:

  • Capture & proposal shaping (pre-award)
    • Improve PWin. Partner with sales, capture, and solutions engineering before award to shape opportunities, sharpen win themes, and raise SpyCloud's probability of win.
    • Author the program story. Contribute program-management content to RFI/RFP responses and oral presentations — staffing and transition plans, onboarding approach, program governance, milestones, and risk management.
    • Make commitments deliverable. Advise on realistic deployment timelines, resourcing, and service levels so what SpyCloud promises is achievable, compliant, and executable on day one.
    • Shape the deal structure. Help structure pricing, CLINs, and analyst-credit / consumption models so they reflect mission needs and hold up post-award.
  • Program launch & solution deployment
    • Stand the program up. Lead post-award kickoff, onboarding, and transition; convert the proposal and contract into an executable program plan with clear scope, schedule, milestones, and acceptance criteria.
    • Coordinate every SpyCloud asset. Marshal engineering, solutions engineering, threat-intelligence/analyst resources, customer success, and product to deploy and operationalize SpyCloud solutions (e.g., VELA data delivery, IDLink, Investigator, Compass) inside the customer environment.
    • Clear the path to production. Manage deployment dependencies, security/ATO and data-handling requirements, integrations, and environment readiness in lockstep with the customer's technical and security teams.
  • Customer success & account ownership (post-award)
    • Own the experience. Serve as the customer's primary point of contact and escalation path across the full contract lifecycle, and own the end-to-end customer experience.
    • Drive adoption and outcomes. Lead cadenced reviews (program syncs, QBRs), maintain health/risk/success plans, and ensure the customer realizes measurable mission value.
    • Protect and grow the account. Surface expansion and renewal opportunities, support recompetes, and partner with sales to convert success into pipeline.
  • Analyst-credit & consumption management
    • Govern consumption. Manage the customer's use of analyst credits and query/usage entitlements across SpyCloud products; monitor burn-down, forecast utilization, and prevent overages or shortfalls.
    • Give the customer visibility. Provide clear, current views of entitlements, consumption, and remaining balances, and recommend right-sizing and renewals based on usage trends.
  • Billing, funding & contract administration
    • Get the billing right. Ensure invoicing, deliverable acceptance, and consumption reconciliation are executed accurately and on schedule against contract terms.
    • Keep the program clean. Track funding, periods of performance, options, modifications, and CDRLs/deliverables, and coordinate with finance and contracts to stay audit-ready.
    • Catch problems early. Identify and resolve billing or funding discrepancies quickly — before they become customer issues.
  • Partner, distributor & channel coordination
    • Make it seamless. Coordinate with SpyCloud's Federal channel team to coordinate with the distributor (e.g., Carahsoft) and channel/reseller partners so execution between any partner and the customer is flawless — orders, deal registration, fulfillment, and support.
    • Align the team. Define partner roles, responsibilities, and hand-offs so the customer experiences one unified team, and resolve channel issues without disrupting the mission.
    • Support teaming. Enable prime/sub and integrator coordination where SpyCloud delivers through partners.
  • Cross-functional internal orchestration
    • Be the voice of the customer. Communicate customer needs, risks, and issues to operations, finance, sales, customer success, product, and leadership — and drive them to resolution.
    • Turn the mission into roadmap. Translate customer requirements into product feedback and convene the right internal experts to remove blockers.
    • Keep everyone informed. Maintain accurate program documentation, status reporting, and stakeholder communications for both customer and internal audiences.

Requirements:

  • Active TS/SCI clearance and U.S. citizenship (required).
    • This position requires an active Top Secret/SCI clearance and U.S. citizenship. Selected candidates may be required to obtain and maintain a counterintelligence (CI) or full-scope polygraph based on customer program requirements. Continued employment is contingent on the ability to obtain and maintain the clearance level and any program accesses required by SpyCloud's customers.
  • 8+ years managing federal programs, contracts, or customer accounts, including direct work with DoW, Intelligence Community, and/or federal law-enforcement customers.
  • Demonstrated ownership of the full contract lifecycle — pre-award capture/proposal support through post-award delivery, renewal, and expansion.
  • Strong working knowledge of federal contracting and acquisition (FAR/DFARS concepts, contract types, CLIN/funding structures, periods of performance, modifications, and deliverable/CDRL management).
  • Proven ability to coordinate technical deployments and cross-functional teams (engineering, solutions engineering, customer success, finance, sales, product) to deliver outcomes on schedule.
  • Experience managing consumption-/credit-based or subscription licensing and the associated billing, reconciliation, and renewal motions.
  • Excellent executive communication and stakeholder management; precise, bottom-line-up-front written and verbal style.
  • Willingness to travel as required and to work on-site in secure/SCIF environments as needed.
  • Bachelor's degree required (business, engineering, information systems, national security, or a related field) or equivalent professional experience. 
  • Up to approximately 25% travel to customer and agency sites, partner locations, and industry events. Work may require time in secure facilities (SCIF) and strict adherence to federal data-handling requirements. This role is hybrid, with the Washington, D.C. metro area preferred.

Nice to Have:

  • PMP or equivalent program-management certification; Agile or ITIL familiarity a plus.
  • Active SCI or full-scope polygraph, or willingness to obtain one as required by customer programs.
  • Background in cybersecurity (a strong plus), threat intelligence, identity, or data/SaaS delivery to federal customers.
  • Experience working with federal distributors (e.g., Carahsoft), channel/reseller partners, and systems integrators.
  • Familiarity with Zero Trust (NIST SP 800-207), NIST CSF 2.0, SP 800-53, and CIS v8.
  • Prior experience supporting captures and improving PWin on federal opportunities.
  • Master's degree (e.g., MBA) preferred.

Base Salary Range: $160,000 - $190,000

On Target Earnings (OTE): $192,000 - $228,000

OTE is reflecting base salary plus variable commission at expected performance levels. Actual earnings will vary based on individual performance.

The salary range reflects the expected base compensation for a fully qualified candidate at this level based on experience, qualifications, and market data at the time of posting.
