Facility Security Officer (FSO)/IT Security Administrator
U.S. Person status required, as defined by ITAR (22 CFR 120.15). Active DoD Secret clearance required (minimum); Top Secret eligibility required.
About the Role
Systems Technology, Inc. (STI) is seeking a Facility Security Officer / IT Security Administrator to serve as the company's designated FSO of record and to manage the classified IT systems that support our NISPOM-governed defense programs. This is a hands-on, dual-hatted role at a growing facility — you'll run day-to-day industrial security operations (classified document control, personnel security, foreign visit processing) while also owning the security posture of the IT systems and networks that touch controlled and classified information.
What You'll Do
Security Operations & Program Execution
- Serve as STI's Facility Security Officer of record, executing daily collateral security operations under NISPOM (32 CFR Part 117)
- Maintain classified document control, accountability, and safeguarding procedures
- Support classified facility operations and any Restricted Areas
Personnel Security & Onboarding
- Process personnel security clearance requests and maintain records in DISS/NISS
- Facilitate new hire security onboarding and deliver initial and annual security training/briefings
Foreign Visits & External Engagements
- Process, disclose, and host foreign visits in accordance with NISPOM
- Coordinate with program and engineering teams to ensure compliant execution of visits and classified meetings
Technology Control & IT Security
- Own and administer Technology Control Plans (TCPs) and ITAR/EAR compliance controls for controlled technical data
- Manage security configuration, access control, and monitoring for IT systems handling classified or export-controlled information
- Serve as (or support) the Information System Security Officer/Manager (ISSO/ISSM) function for accredited classified IT systems
- Administer user accounts, permissions, and audit logging on classified and controlled networks in coordination with IT
Incident Response & Compliance Reporting
- Respond to security incidents, alarms, and IT security alerts; document and report per policy and DCSA requirements
- Support DCSA engagement, including self-inspections, vulnerability assessments, and any FOCI-related reporting
Cross-Functional Partnership
- Act as the trusted internal point of contact on security requirements for engineering, IT, and program teams
- Advise leadership on NISPOM compliance obligations and reporting requirements
Minimum Qualifications
- U.S. Person status required, as defined by ITAR (22 CFR 120.15), due to the export-controlled nature of this work
- U.S. Citizen; active DoD Secret clearance required at time of hire (minimum); Top Secret eligibility preferred
- 3+ years of experience in industrial security, IT security administration, or a cleared/NISPOM environment
- Working knowledge of NISPOM (32 CFR Part 117) and DCSA reporting requirements
- Experience with DISS, NISS, or equivalent personnel security systems
- Comfort administering IT systems/networks (accounts, access control, patching, basic network administration) in addition to security-program duties
- This is an on-site position based in Hawthorne, CA; remote or hybrid work is not available
Preferred Qualifications
- Completion of FSO Program Management for Possessing Facilities (Safeguarding Certification)
- Experience serving as an ISSO/ISSM or supporting an accredited classified IT system
- Familiarity with foreign visit processing and Technology Control Plans (TCPs)
- Experience in a small or growing defense contractor environment (dual-hatting security and IT responsibilities)
- Experience delivering security training or briefings

At Systems Technology Inc. (STI) we aim to attract, retain, and motivate talent that possesses the skills and leadership necessary to grow our business. For this position we are targeting a total compensation pay between $105,000 – $130,000. This is inclusive of base pay, performance bonus and ESOP. The actual compensation offered will be determined by factors such as job-related knowledge, skills, and experience.
