STR’s Systems Development Division (SDD) delivers technological advantage directly to the warfighter by developing capabilities focused on end-customer needs that function in operationally relevant environments and tight timeframes. SDD considers the entire lifecycle of the solution, from conceptualization and architecture through development and deployment, leveraging novel technologies to deliver first-of-a-kind systems.

Current efforts aligned with this role focus on delivering advanced RF Emitter and Electronic Warfare (EW) systems for the Department of War (DoW) by integrating the best technologies and product lines across STR into classified programs that solve urgent operational needs.

We foster a strong culture of collaboration and innovation. You will partner with a dynamic group of high-performing professionals across STR, academic researchers, and industry partners to drive mission-focused RF solutions for operational end-users.

The Role

SDD is seeking a Lead Program/Capture Manager to join our growing company headquartered in Woburn, MA. This is a cradle-to-grave role: you will be responsible for aggressively shaping and winning new work while simultaneously maintaining execution oversight of fast-paced RF/EW programs. Strong technical intuition, excellent communication skills, and the leadership to drive teams from proposal down-selects through operational delivery are essential.

While Woburn is the preferred location for this role, candidates based out of our other STR offices (Arlington, VA, Dayton, OH, San Diego, CA, Atlanta, GA, and Melbourne, FL) will also be considered. Travel 1 week per month to the Woburn office would be required. 

What you will do:

  • Lead the capture lifecycle and proposal development, ensuring adherence to internal gated reviews while crafting compelling technical and programmatic narratives to win new business
  • Understand evolving customer and operational needs, translating them into actionable technical requirements and proactively identifying future pipeline opportunities
  • Manage comprehensive program schedules and budgets, distilling complex classified requirements into clear, executable operational baselines
  • Partner directly with program chief engineers to drive the planning, execution, and delivery of advanced RF capabilities
  • Execute multiple fast-paced programs simultaneously, maintaining rigorous tracking of P&L, cost, schedule, and technical metrics to ensure outcomes remain within plan
  • Identify program risks and implement robust mitigation strategies, monitoring progress and initiating corrective actions when necessary
  • Coordinate across STR's functional capabilities to maximize technological outcomes and operational impact
  • Communicate effectively with key stakeholders to manage expectations, foster collaboration, and drive continuous improvement throughout the program lifecycle
  • Travel up to 30% for critical customer engagements, industry days, major program milestones, field demonstrations, test events, and exercises, some on short notice

Who you are:

  • This position requires an Active Secret security clearance with the ability to obtain and retain a Top Secret (TS) security clearance with SCI/SAP eligibility, for which U.S. citizenship is required
  • Bachelor’s degree required with at least 8 years of relevant experience (Master’s preferred)
  • Minimum of 5 years of relevant DoW program management experience, specifically delivering advanced RF, Electronic Warfare (EW), or related complex electronic systems programs exceeding $10M in value
  • Demonstrated experience in DoW Business Development, encompassing the full capture lifecycle: pipeline curation, proposal development, win-theme generation, price-to-win (PTW) modeling, competitive assessments, and teaming/subcontracting strategy.
  • Proficiency in standard program management tools and methodologies (e.g., schedule management, financial tracking, risk management, and resource allocation software)
  • Exceptional organizational and communication skills, demonstrating the ability to:
    • Partner seamlessly with chief engineers and technical architects to build and manage rigorous execution plans
    • Distill complex technical and programmatic data to provide clear, concise priorities for the team
    • Identify strategic synergies across different programs to maximize capability outcomes for the customer

Pay Information
Full-Time Salary Range: $146,000 - $210,000

The salary range listed is based on external market data. Offers are based on factors, such as but not limited to, the candidate’s experience, education, training, key skills/critical skills, security clearances, and prevailing market and business conditions.
