Job Description:

You understand the power of great service experience and its ability to inspire customer behavior. You have a keen understanding of what it takes to deliver exceptional services, both  in front of the house and behind the scenes.  But most of all, you see all of this in the context of furthering our clients’ core mission or business. The issues to be resolved are often difficult to define and quantify; may involve complex, traditionally competing interests; are often characterized by senior leadership interest and visibility, and require extensive probing and analysis

Technical Assent is seeking an experienced Capture Manager in the Federal Sector with a deep understanding of the business acquisition process and track record of success. This role will be a key member of the Growth Team and contributes directly to our goal of cultivating new customer relationships through the planning and execution of thorough capture strategies. The Capture Manager will be responsible for planning, developing, pursuing, capturing and bidding qualified opportunities working across Technical Assent.  This position reports directly to the Vice President of Growth.

Project Role:

  • Espouse exceeding command and communication of the “why” and “so what” of Technical Assent’s mission, vision and capabilities to government decision makers. 
  • Steward qualified opportunities through the pipeline and collaborating extensively with Service Delivery, Growth, and other key stakeholders through the process.  
  • Inform incremental pursuit update and bid/no bid decisions throughout the opportunity growth process. 
  • Coordinate and drive all phases of capture activities and strategy execution.
  • Create competitive advantages by building ongoing relationships with key government stakeholders 12-18 months ahead procurement action(s) to position Technical Assent as the preferred contractor of choice.
  • Lead win strategies including win themes, competitive assessment, gap analysis, teaming advice and pricing.
  • Document and communicate overall capture progress and/or escalate pertinent issues/concerns to Technical Assent leadership.
  • Participate where needed in responses to Requests for Information and Sources Sought requests.
  • Provide overarching leadership and support proposal development to ensure Technical Assent delivers a compelling and compliant proposal to include coherent technical and management volumes, staffing plans, past performance references and other proposal artifacts required.  
  • Participate in proposal draft reviews to ensure the capture team's strategy, themes, solution, and discriminators are reflected in the proposal
  • Support transition and transfer of capture knowledge to the project management and execution team upon contract award. 
  • Utilize BD market intelligence accounts and subscriptions: GovWin, GovTribe, SAM.gov, agency vendor portals, prime contractor vendor portals, and other open source media to increase competitive advantage.
  • Learn, adopt, and enhance the Technical Assent business development process for capture and proposals.

  • Support federal business development pursuits by actively researching customer needs, recognizing opportunities and assessing the competitive environment to determine an optimal approach and solutions.
  • Maintain a professional demeanor that is consistent with Technical Assent core values at all times.
  • Approach every day with a ‘we’ mindset and willingness to collaborate. You are a natural team player who is comfortable working on multi-disciplinary teams, which may include designers, engineers, developers, business strategists, etc.
  • Strong critical thinker capable of seeing the big picture and are delivery driven.
  • Working in conjunction with Business Development, the Capture Manager is responsible for developing and executing capture strategies for assigned opportunities to secure new and/or re-compete contracts.

Minimum Qualifications:

  • Bachelor's Degree 
  • 5 years' experience in Capture/Business Development, with a demonstrated  understanding of the Business Acquisition Process
  • Deep knowledge of the Proposal Process and what is needed to produce, execute and  deliver a winning proposal for Federal customers
  • Strong organizational and project management skills to drive efforts to completion
  • Strong communication and interpersonal skills including verbal and presentation skills to individuals and groups, internally and externally
  • Strong verbal and written communication skills to understand client outcomes, challenges, and co-create solutions in partnership with them
  • Superior proficiency with Microsoft Office Professional Suite (Word, PowerPoint, Excel) and Google Workspace (G Suite)
  • Curious, problem solving, and open-minded approach to work
  • Ability to obtain and maintain a Public Trust security clearance

Preferred Qualifications:

  • 10+ years of related experience, specifically in a functional lead role involved in the new business growth process
  • Demonstrated success in building collaborative relationships with Line of Business/Service Delivery leaders in prosecuting new business

Job Location and Travel Expectations:

  • This position is remote. Some travel (<25%) is anticipated.
  • This position requires travel when needed.
  • The East Coast is the preferred location.
