Defense Logistics Policy and Implementation Analyst (Consultant / Financial Systems Analyst – Level III)
This position supports the Office of the Deputy Assistant Secretary of Defense for Logistics (ODASD(Log)) and affiliated components within the Office of the Assistant Secretary of Defense for Sustainment (ASD(S)), a senior-level organization responsible for shaping policy and oversight of logistics, supply chain risk, and sustainment across the Department of Defense. The client environment is highly mission-driven and operates at the strategic level, influencing defense readiness, supply chain policy, and enterprise logistics across Military Departments and Combatant Commands. Work is fast-paced, with frequent cross-agency collaboration, requiring high-level coordination, policy analysis, and technical support in areas such as transportation, supply, operational contract support, and records management. Staff are embedded within offices at the Pentagon and Mark Center, often working onsite with senior leaders and interfacing directly with DoD-wide stakeholders. The environment demands strong attention to detail, adaptability, and a commitment to supporting national defense priorities through effective sustainment policy and operations.

The issues to be resolved are often difficult to define and quantify; may involve complex, traditionally competing interests; are often characterized by senior leadership interest and visibility, and require extensive proving and analysis.
Key Responsibilities
- Provide subject matter expertise to support audits, GAO/DoDIG/IPA reviews, and Congressional reporting related to logistics financial systems and operations.
- Develop and maintain process documentation, financial performance metrics, and internal controls in support of the Defense Working Capital Fund (DWCF) and audit readiness initiatives.
- Analyze and integrate data from financial systems to assess compliance with DoD financial management regulations and recommend corrective actions.
- Prepare and maintain Plans of Actions and Milestones (POAMs) and Corrective Action Plans (CAPs) to address financial system findings and track resolution to completion.
- Support the preparation of budgetary reports, financial statements, and data submissions aligned with ODASD(Log)'s roles in supply chain, transportation, and sustainment policy.
- Collaborate with policy and logistics analysts to align financial management practices with broader DoD logistics strategies and statutory requirements.
- Conduct research and draft briefings, white papers, and executive summaries on financial systems performance, audit issues, and compliance gaps.
- Assist in ensuring data quality and the integrity of financial records in accordance with DoD Records Management guidance and applicable federal statutes.
- Support Financial Improvement and Audit Readiness (FIAR) and logistics enterprise audit remediation efforts.
- Interface with logistics IT stakeholders to ensure alignment between financial systems and logistics information platforms.
Minimum Qualifications
- Experience: More than five (5) years of relevant financial systems experience, ideally within a DoD or federal logistics environment.
- Education: Bachelor’s degree required (Master’s degree may substitute for 2 years of experience); preferred fields include Finance, Accounting, Business Administration, or related disciplines.
- Clearance: Must possess or be able to obtain and maintain a DoD Top Secret (TS) security clearance, potentially with SCI eligibility.
- Skills:
- Strong understanding of DoD budgetary and financial management principles, including experience with audit support and federal financial regulations.
- Proficiency in data analysis tools and financial reporting platforms.
- Ability to interpret and apply federal financial management laws and DoD regulations (e.g., DoDI 7000.14-R).
- Excellent communication skills, with the ability to prepare high-quality written products for senior leadership.
- Demonstrated ability to work independently and collaboratively in a high-tempo government environment.
Work Location
Client site at Mark Center (Alexandria, VA) or the Pentagon at least 2 days per week with telework coordinated with the client.
