Defense Logistics Policy and Implementation Analyst (Senior Consultant / Subject Matter Expert – Level III)
This position supports the Office of the Deputy Assistant Secretary of Defense for Logistics (ODASD(Log)) and affiliated components within the Office of the Assistant Secretary of Defense for Sustainment (ASD(S)), a senior-level organization responsible for shaping policy and oversight of logistics, supply chain risk, and sustainment across the Department of Defense. The client environment is highly mission-driven and operates at the strategic level, influencing defense readiness, supply chain policy, and enterprise logistics across Military Departments and Combatant Commands. Work is fast-paced, with frequent cross-agency collaboration, requiring high-level coordination, policy analysis, and technical support in areas such as transportation, supply, operational contract support, and records management. Staff are embedded within offices at the Pentagon and Mark Center, often working onsite with senior leaders and interfacing directly with DoD-wide stakeholders. The environment demands strong attention to detail, adaptability, and a commitment to supporting national defense priorities through effective sustainment policy and operations.

The issues to be resolved are often difficult to define and quantify; may involve complex, traditionally competing interests; are often characterized by senior leadership interest and visibility, and require extensive proving and analysis.
Key Responsibilities
- Provide expert-level analysis and recommendations on complex logistics, supply chain, transportation, or sustainment policy issues across the Department of Defense (DoD), including legislative and regulatory impacts.
- Support the development, revision, and implementation of high-visibility DoD directives, instructions, and policy issuances aligned with ASD(S) and ODASD(Log) portfolios.
- Lead cross-functional studies and perform deep-dive assessments to inform leadership decisions on operational contract support, vendor threat mitigation, strategic mobility, or supply chain risk management.
- Analyze programmatic data and provide subject matter input on GAO, DoDIG, and IPA audits, including the development of Corrective Action Plans (CAPs) and audit remediation strategies.
- Draft and review technical white papers, talking points, and briefings for senior DoD leaders (ASD, PDASD, DASD) to support congressional engagements, conferences, and decision-making forums.
- Lead or advise on the integration of risk controls into existing DoD logistics and supply chain business processes, with a focus on strategic outcomes and mission assurance.
- Provide high-level oversight and recommendations related to the Defense Working Capital Fund (DWCF), war reserve materiel, provisioning/codification, or category management efforts.
- Interface with senior leaders across DoD, interagency partners, and external stakeholders to represent ODASD(Log) equities in working groups, governance forums, and strategic initiatives.
- Guide the execution and continuous improvement of enterprise-wide performance metrics, internal controls, and reporting processes.
- Mentor and advise junior analysts and government staff on logistics-related policy, planning, and implementation best practices.
Minimum Qualifications
- Experience: More than five (5) years of relevant experience in logistics, sustainment, transportation, acquisition, or defense policy at the Department-level; demonstrated expertise supporting senior DoD leadership.
- Education: Bachelor’s degree required (Master’s degree may substitute for 2 years of experience); preferred disciplines include Logistics, Public Policy, National Security, Engineering, or related fields.
- Clearance: Must possess or be able to obtain and maintain a DoD Top Secret (TS) security clearance, potentially with SCI eligibility.
- Skills:
- Expert knowledge of DoD logistics policies, federal acquisition regulations, and strategic planning frameworks.
- Proven ability to synthesize complex data and policy information into actionable recommendations and high-level briefings.
- Strong leadership and stakeholder engagement skills, including experience presenting to or advising SES and GO/FO-level leadership.
- Ability to operate independently and manage multiple high-priority initiatives in a fast-paced, policy-driven environment.
- Familiarity with DoD correspondence systems (e.g., CATMS), performance management tools, and the Planning, Programming, Budgeting, and Execution (PPBE) process.
Work Location
Client site at Mark Center (Alexandria, VA) or the Pentagon at least 2 days per week with telework coordinated with the client.
