Managing Consultant – Federal Financial and Budget Strategy
Overview
Technical Assent is seeking a Managing Consultant-level Senior Financial Analyst to serve as a key leader on a high-visibility federal engagement supporting a medium-sized federal agency as it evaluates and modernizes its business model. You will lead federal financial analysis across budgeting, reporting, and accounting—translating complex appropriations and funding realities into decision-ready strategic financial plans, cost estimates, and executable budgets.
This role is designed for a trusted-advisor consultant who can independently lead workstreams, direct team execution, and deliver high-quality outputs aligned to client mission outcomes—consistent with Technical Assent’s Managing Consultant expectations.

You will help large, complex government organizations to transform their global human capital, training, and education enterprise. The issues to be resolved are often difficult to define and quantify; may involve complex, traditionally competing interests; are often characterized by senior leadership interest and visibility and require extensive proving and analysis.
Responsibilities and Duties
- Provide expert guidance on federal budgeting, reporting, and accounting policies, including the practical use/implications of federal financial systems.
- Lead analysis and recommendations involving multi-year/no-year appropriations and differing appropriations, ensuring recommendations and plans are feasible within federal funding constraints.
- Formulate federal strategic financial plans that align resources to program outcomes and transformation objectives.
- Prepare cost estimates and translate financing requirements into executable budgets that client leadership can implement and defend.
- Lead financial analysis supporting client deliverables, including historical/current/future budget analysis, network library capacity/budget assessments, and scenario-based financial impact analyses.
- Produce cost justifications, budget projections, and financing strategies that inform client decision-making and support executive-level recommendations.
- Partner with the Project Manager and multidisciplinary team to integrate financial findings into business model options, design planning, and implementation planning.
Managing Consultant-level leadership
- Lead a workstream (or multiple) to deliver client outcomes; plan timelines, manage dependencies, and direct analyst support to complete tasks and deliverables.
- Build and maintain a trusted advisor presence with the client by consistently delivering high-quality, decision-ready products grounded in mission context.
- Provide oversight and critical review of analyses and courses of action; identify risks, elevate systemic issues, and guide recommendations.
- Mentor teammates in Technical Assent methods and consulting skills; contribute reusable tools/templates that improve delivery consistency.
- Support business development activities as needed (e.g., contributing to proposal/RFI inputs related to federal financial strategy and cost realism).
Minimum Qualifications
- 8 years experience and a Bachelor’s degree
- Demonstrated thorough knowledge of federal financial budgeting, reporting, and accounting policies, including experience working with federal financial systems.
- Demonstrated experience with multi-year/no-year appropriations and differing appropriations (planning, execution, reporting, and translating constraints into implementable options).
- Proven ability to formulate federal strategic financial plans, develop cost estimates, and convert financing requirements into executable budgets.
- Experience producing decision-ready deliverables for senior stakeholders (e.g., executive summaries, briefings, budget scenarios, cost/risk tradeoffs).
- Consulting or advisory experience leading projects/workstreams, managing competing demands, and communicating clearly with internal and external audiences (Managing Consultant-level behaviors).
Preferred Qualifications
- Prior experience leading financial analysis for federal transformation or business model modernization efforts involving multiple stakeholders and complex operating environments.
- Experience conducting scenario modeling tied to funding volatility and service delivery impacts (e.g., multi-scenario budget projections, sensitivity analyses).
- Professional certification such as CGFM and/or PMP (or similar), aligned with the financial rigor and project delivery expectations described in the Technical Assent proposal staffing approach.
- Experience building reusable analytic templates/tools and mentoring analysts to improve consistency and quality (Managing Consultant capability-building expectations).
- Comfort working with sensitive financial information and maintaining strict confidentiality consistent with contract requirements.
