ABOUT THE ROLE
Techno is seeking an Estimator / Cost Estimator to support a high profile, large scale infrastructure program within the Program Controls division. This role is fully onsite in New York City and requires close coordination with project teams, contractors, and leadership to support accurate and timely cost development across a complex, multi package construction environment.
You will play a key role in developing, reviewing, and managing project cost estimates throughout various phases of the program. This includes working across design, procurement, and construction stages to ensure cost accuracy, transparency, and alignment with program objectives.
This role is ideal for someone with a strong background in heavy civil construction who prefers to work closely with active project teams and be directly involved in the day to day progression of a major infrastructure program.
WHAT YOU'LL DO

Prepare detailed cost estimates across various phases of the project including conceptual, design, and construction stages

Review and analyze contractor estimates, bids, and proposals for accuracy, completeness, and alignment with project requirements

Perform quantity takeoffs and pricing for labor, materials, equipment, and subcontractor scopes

Support cost benchmarking, forecasting, and trend analysis across multiple contracts and workstreams

Evaluate change orders and cost impacts, providing detailed analysis and recommendations

Collaborate with engineering, construction, and project management teams to validate scope and cost assumptions

Maintain cost databases, historical data, and estimating tools to support consistency and accuracy

Assist in developing cost reports, summaries, and presentations for project leadership

Support procurement efforts by providing cost input during bid evaluations and negotiations

Ensure all estimating activities align with program controls processes and standards
QUALIFICATIONS

7+ years of experience in estimating or cost engineering within heavy civil, infrastructure, or large scale construction environments

Strong experience with cost estimating across multiple project phases including design and construction

Proficiency in estimating tools and software, as well as advanced Excel skills

Experience performing quantity takeoffs and developing detailed cost breakdowns

Strong understanding of construction methods, materials, and sequencing

Experience reviewing contractor bids, proposals, and change orders

Ability to analyze cost data and identify trends, risks, and opportunities

Strong communication skills with the ability to collaborate across technical and non technical teams

Experience supporting projects involving major transportation agencies such as the Port Authority of New York & New Jersey, New Jersey Transit, or similar entities is highly preferred

Bachelor’s degree in Engineering, Construction Management, or a related field preferred

The expected salary range for this role in the New York City Metropolitan Area is $80 - $115 per hour. The total compensation, including salary and bonuses, is determined by various factors such as experience, skill level, location, and qualifications, which are evaluated during the interview process
