ABOUT THE ROLE

Techno is seeking a Senior Project Controls Manager to support the Program Controls Division of a major regional transportation infrastructure program.

This role will serve as a senior technical advisor responsible for interpreting, analyzing, and integrating project controls data across cost, schedule, risk, change management, and reporting functions to support project delivery teams and senior leadership.

The ideal candidate brings a strong heavy construction background and understands how to build and maintain project controls frameworks from inception through project delivery. This individual will work closely with technical teams, package delivery managers, and executive stakeholders to translate complex project controls information into actionable insights that drive decision-making.

This position will be based at the Program Management Office in Newark, New Jersey, with an in-office schedule of Monday through Wednesday. Candidates should also be comfortable traveling throughout New York City and New Jersey to support meetings and project coordination activities as needed.

 

WHAT YOU'LL DO

  • Serve as a technical advisor for project controls activities across cost, schedule, risk, change management, and reporting functions.
  • Analyze project performance and provide actionable recommendations to support project delivery teams.
  • Perform critical path, float, and variance analyses to assess schedule health and identify potential impacts.
  • Evaluate schedule impacts related to changes, delays, mitigation strategies, and sequencing activities.
  • Interpret cost reports, forecasts, trends, and budget movements to assess delivery implications.
  • Support evaluation of change events and associated cost and schedule impacts.
  • Maintain and interpret project risk registers, identify emerging risks, and support mitigation strategies.
  • Perform quality assurance reviews across forecasts, schedules, risk logs, and reporting narratives.
  • Ensure alignment with project management plans, contract requirements, and project controls governance standards.
  • Support audit readiness efforts and respond to project controls-related inquiries.
  • Contribute to dashboards, executive briefings, and monthly reporting deliverables.
  • Translate complex technical information into concise, decision-ready insights for senior stakeholders.
  • Partner closely with package delivery teams, schedulers, commercial teams, and project leadership throughout project execution.
  • Recommend best practices, tools, workflows, and reporting methodologies that improve project controls performance.


QUALIFICATIONS

  • Bachelor's degree in Engineering, Construction Management, Project Management, or a related field.
  • Minimum 7-10 years of experience supporting large infrastructure, transportation, or heavy civil construction programs.
  • Strong heavy construction background required.
  • Demonstrated expertise in cost management, schedule analysis, risk management, change management, and reporting.
  • Experience supporting projects from project initiation through closeout.
  • Strong understanding of project controls methodologies, workflows, and governance processes.
  • Experience performing critical path analysis, forecasting, trend analysis, and risk assessments.
  • Exceptional analytical, organizational, and problem-solving skills.
  • Strong written and verbal communication skills with the ability to present information to executive-level stakeholders.
  • Proficiency with project controls and reporting software platforms.
  • Prior experience supporting large public transportation agencies is required.
  • Strong preference will be given to candidates with experience supporting Amtrak, NJ Transit, MTA, Port Authority of New York & New Jersey, or comparable transportation organizations.

The expected salary range for this role in New Jersey is $90 - $130 per hour. The total compensation, including salary and bonuses, is determined by various factors such as experience, skill level, location, and qualifications, which are evaluated during the interview process
