Project Background:
The Centers for Medicare and Medicaid Services (CMS) Emergency Preparedness & Response Operations (EPRO) directs and coordinates CMS programs for emergency preparedness, response and recovery, and continuity of operations. EPRO works with the Department of Health and Human Services (HHS), other federal departments and agencies, beneficiaries, health care providers, and other stakeholders in carrying out these programs. Internally, EPRO works with the Office of Strategic Operations and Regulatory Affairs (OSORA) regarding CMS essential records management. EPRO establishes policies, procedures, and strategic and operational plans, provides situational awareness, and conducts training, testing, exercises, and evaluations to ensure CMS' preparedness and workforce readiness to respond to natural disasters, human-caused incidents, and public health emergencies.
Position Description:
The Emergency Management Lead reports directly to the Administrative and Support Staff lead and oversees Watch Desk support operations. The Emergency Management Lead will act as the Emergency Management Subject Matter Expert (SME) on the contract.
Required Skills:
- Must have at least (5) years of related experience in emergency management and emergency response in the government sector.
- A graduate degree related to emergency management, emergency response, public health, or public administration, or a current Certified Emergency Manager (CEM)® credential issued by the International Association of Emergency Managers (IAEM) may substitute for two years of experience.
- Advanced knowledge of qualitative and quantitative analytical techniques in a related field of study.
- Must be able to obtain Top Secret/Sensitive Compartmented Information (TS/SCI).
- Candidate must be willing to travel into the regional offices up to 60% of the time, for events, and at the discretion of the client
Desired Skills:
- Advanced knowledge of All-hazards, COOP, Devolution, Reconstitution, THIRA, risk assessments, hazard vulnerability assessments, and training and exercises.
- Experience working in a watch office and/or emergency operations center (EOP)
- Basic skills in Microsoft Office suite of products (Word, Excel, Teams, Publisher).
- Basic skills in Adobe products
- Knowledge of the production, management, and maintenance of Federal policy and guidance
