Project Background:

The contractors will support NGB/A1Y in Operational Research and Strategic Analysis for Air Force Recruiting Information Support System – Total Force (AFRISS-TF), making recommendations for planning, coordination, and execution of ANG mission requirements to enhance decision-making and productivity in recruiting and retention programs.  The Data Analysts will serve as subject matter experts in data science and advanced analytics. The advanced analytical methods and mathematical models will be used to better understand complex systems and situations related to achieving ANG end strength. 

Position Description:

  • This is a Senior Analyst position that will serve as the Project Manager providing team supervision and project management of all contract activities.
  • Supports the Recruiting and Retention (A1Y) Division with the management, planning, organization and execution of the ANG strategic vision, within the Air Force Recruiting Information Support System- Total Force (AFRISS-TF).
  • Provides data analysis, compiles reports, and presents analysis and recommendations related to the A1Y mission.
  • Receive research requests from clients, defining requirements and questions they want to answer. Conducts research according to established processes and quality standards. Apply rigorous methodologies and ensures project team complies with all processes and quality requirements, delivering error free products to the client.

Tasks/Responsibilities:

  • This position takes direction from the Program Manager for onsite project management and is responsible for overall supervision of the project team, including daily interaction with client and users of AFRISS-TF and work products developed from the system.
  • Consolidates ANG Software Change Requests (SCRs) into a recommended prioritization of development in time to meet Functional Review Board (FRB) or Configuration Control Board (CCB), according to the Program Management Office (PMO) designated schedule.
    • Provide ANG FRB and CCB representatives with analysis and prioritization of ANG focused SCRs as well as any identified Total Force SCRs related to ANG objectives and goals.
  • Works in conjunction with Active Duty Air Force and Air Force Reserve functional counterparts, other stakeholders and representatives to promote the exchange of information, best practices, capabilities, and other advances.
  • Identifies and analyzes ANG recruiting functionality defects/change requests reported via Help Desk calls/emails from the ANG recruiter community, system monitoring, interface partner meetings, stakeholder meetings, or strategic planning meetings.
    • Analyzes suggested enhancements or recommended changes. Create possible courses of action (COAs) and advise leadership on the benefits, impacts, both positive and negative, and risks of each COA.
    • Provides recommendations to achieve the desired end-state.
  • Designs, develops, implements, and maintains lead mapping and lead distribution to State/Wing established Recruiter zones utilizing Air Force approved mapping software tools.
    • Utilizes lead data provided through a data exchange with the designated Advertising and Marketing Agency based on established frequencies described in the Interface Control Document (ICD) and/or recruiter initiated updates in AFRISS-TF.
    • Collaborates with the designated Advertising and Marketing Agency to ensure the relevant leads mapping/zoning data exchanged between the agency’s system and AFRISS-TF displays accurately in the mapping tool.
  • Performs Interface Management. Coordinates with other stakeholders regarding interface solution development, data items to be exchanged, frequency of exchange, and trigger points for exchange.
    • Interfacing solutions include but are not limited to Application Program Interfaces (APIs), Electronic Data Interchanges (EDIs), Secure File Transfer Protocol (SFTP), Web Services, and Open Database Connectivity (ODBC) connections, i.e. database-to- database connections.
    • Work closely with the NGB/A1Y Advertising and Marketing agency, other NGB/A1 Divisions, Major Commands (MAJCOMS) and other stakeholder agencies external to the Air Force.
  • Develops SQL queries and/or reports upon request. Manage data analysis activities and report/query development to support various ANG programs including advertising and marketing investments, resources, funding and budgets, retention and recruiting program analysis.
  • Manages requests for data and information products from AFRISS-TF via reports, queries, and other source systems to assist with interpretation of Recruiting and Retention activities for use by NGB/A1, State Adjutants General and Wing Commanders.
  • Ensures all final products developed from AFRISS-TF data or any combination of data from other accessions stakeholders requested by NGB/A1Y Division Chief, Branch Chiefs or other NGB-level personnel, are reviewed by the A1YY Branch Chief and/or the ANG AFRISS Program Manager.
    • Final products may be in the form of, but not limited to data pulls, reports, training materials, bullet background papers, or strategic level recommendations.
  • Utilizes software/tools to transform data into visual representations/dashboards that can be used to facilitate easy communication and consumption of data representing the health, status and activities of Recruiting, Retention, Advertising/Marketing and Training.
  • Assists Help Desk personnel on a daily basis providing Tier 1 and 2 analysis support to data/systems analysts. Will answer Help Desk calls, evaluate ANG AFRISS-TF user community issues received via Help Desk calls or emails, provide resolutions, open/close trouble tickets, and/or develop SCRs for those issues identified as defects or data maintenance requests.
  • Provides input for updates to all system documentation and support the software release activities by providing input to release notes to all ANG users with descriptions of new/modified system functionality.
  • Provides training, instruction or briefings on system function or changes being released. Training shall be in the form of white papers, power point presentations, or live demonstrations, to include demonstrations via telecom/desktop sharing, webinars, or video recorded presentations.
    • Routinely provides briefings to 1-2 Star General Officers and Executive Service-level Civilian equivalents.
    • Annually provides briefings and training to 700+ Recruiters, Retainers, In-Service Recruiters, and Wing Personnelists.

Required Skills:

  1. Bachelor’s Degree in Computer Programming, Database Management, System Analysis and Design, Data Analytics or related areas of study. Master’s Degree in Project Management of Software Development Activities, Information Technology, Information or Computer Resource Management preferred.
  2. 10+ years of Systems Analysis and Design experience with large, corporate size applications/databases.  
  3. 10+ year experience using a military recruiting database, preferably AFRISS-TF, AFRISS-based Retention functionality, AFRISS reporting/query tools and/or performing data analysis for Wing, State and/or NGB HQ levels to support Senior Leadership and Mission Accomplishment.
  4. 10+ years experience in developing Data Analytics, Query-building, PL/SQL, SQL, Database Management or software programming or application development.
  5. Knowledge and use of tools such as visual Query/Report-builder products, e.g. Visual Basic, TOAD.
  6. Knowledge and use of SCR creation/tracking software, Enterprise Management software, e.g. Bugzilla, Service Now.
  7. 10+ years’ experience using structured Programming languages, e.g. PL/SQL and SQL, C, Java, SAS and query building tools, e.g. TOAD
  8. Advanced proficiency in database design and management.
  9. Advanced proficiency with SDLC methodologies to include Waterfall, Agile, Spiral, etc.
  10. 10+ years of experience providing or managing Help Desk support and Training

Desired Skills:

  1.  Prior experience working with Air Force Recruiting Information Support System- Total Force (AFRISS-TF)
  2. Prior experience working within a military base and/or government environment
  3. Experience with USAF, specifically ANG recruiting efforts and using AFRISS-TF
  4. Experience providing presentations or training for large audiences in a conference or classroom setting
