Project Background:

The contractors will support NGB/A1Y in Operational Research and Strategic Analysis for Air Force Recruiting Information Support System – Total Force (AFRISS-TF), making recommendations for planning, coordination, and execution of ANG mission requirements to enhance decision-making and productivity in recruiting and retention programs.  The Data Analysts will serve as subject matter experts in data science and advanced analytics. The advanced analytical methods and mathematical models will be used to better understand complex systems and situations related to achieving ANG end strength. 

Position Description:

This position provides data analysis and some operations research of the various Recruiting, Retention, Advertising/Marketing and Integration programs and/or activities utilizing data integration from AFRISS- TF and other available systems to include personnel information systems, technical training management systems, Basic Military Training data, and USMEPCOM physical and qualification data.  Analysis of leads data is conducted for determining effectiveness of advertising and marketing initiatives and Return on Investment. Data analysis and research includes collection, evaluation and visualization of statistical data to provide ease of interpretation, quantification of relevant factors or milestones representing activity/productivity, potential forecasting upon which leadership will base decision-making for optimal efficiency of Recruiting, Retention, Advertising/Marketing investment activities, Funding seeking activities and Budget development and management.

 Tasks/Responsibilities:

  • Provides data analysis, and data reporting queries to support various ANG programs including advertising and marketing investments, resource data analysis, retention and recruiting program analysis.
    • These data analysis products will support the management and expenditure of recruiting & retention initiatives, recruiting analysis to quantify accession goals and assess recruiting production and health of recruiting programs by State, Wing and Unit.
    • Perform data transformation to visually present data centric decision-making information
    • Utilize collected data to analyze and visually represent ANG Recruiting efforts to meet end strength and readiness.
    • Analyzes Retention data to provide recommendations for state specific efforts and impacts related to meeting end strength and readiness.
    • Provides analysis of Retention data to identify status of Incentives Management, impact of incentives on Retention and Readiness, and provide status of Budgets and forecast Funding needs.
    • Provides data and analysis to meet ANG Congressionally mandated end-strength, answer Congressional Inquiries, Higher Headquarters Taskers and leadership requests for data/information as needed.
    • Works in conjunction with Active Duty Air Force and Air Force Reserve functional counterparts, other stakeholders and representatives to promote the exchange of information, best practices, capabilities, deficiencies, and technology advances as related to improving AFRISS-TF system functionality and efficiency in data collection, processing and reporting.
    • Performs Test Validation of software changes as assigned and report test results via the configuration management process..
    • Manages all NGB/A1Y SCRs within the configuration management process by tracking, updating, and ensuring closure of tickets/SCRs within the designated trouble ticket/SCR tracking system. Ensure help desk personnel are aware of the completion of requested actions and/or release of fixes to defects, enhancements or new capabilities.
    • Provides input for updates to all system documentation and support the software release activities by providing input to release notes to all ANG users with descriptions of new/modified system functionality.
    • Provides training, instruction or briefings on system function or changes being released. Training shall be in the form of white papers, power point presentations, or live demonstrations, to include demonstrations via telecom/desktop sharing, webinars, or video recorded presentations.

Required Skills:

  1. Bachelor’s Degree in Data Analytics, Computer Programming, Database Management or related areas of study. Superior skills and experience specific and unique to this work environment/contract may be considered in place of the degree requirement:
  2. Knowledge and use of tools such as visual Query/Report-builder products, Bugzilla/System Change Request (SCR) creation/tracking software.
  3. Understanding of software development lifecycle methodologies to include waterfall, agile, spiral, etc.
  4. 3+ years of experience with requirements management to include process, documentation, prioritization, and refinement of requirements; and test management, which include planning, designing, implementation of test events, validation and reporting of results.

Desired Skills:

  1. Prior experience working with Air Force Recruiting Information Support System- Total Force (AFRISS-TF)
  2. Prior experience working within a military base and/or government environment
  3. Experience with USAF, specifically ANG recruiting efforts and using AFRISS-TF
