Director, Network Operations

Reporting to the Chief Technology Officer, the Director, Network Operations is responsible for the organization’s overall, continuous, and secure management of network operations. The incumbent ensures the availability, performance, and reliability of network and telecommunications infrastructure while overseeing compliance, operational risk management, and continuous process improvement.

The incumbent serves as the operational point of reference for network activities and actively contributes to achieving the company’s strategic objectives.

Main Responsibilities:

Network Operations Management

  • Plan, direct, and oversee network operations to ensure 24/7 availability and performance.
  • Ensure compliance with internal standards, service-level agreements (SLAs), and operational commitments.
  • Oversee proactive network monitoring and coordinate required interventions.

Incident Management and Service Continuity

  • Lead the management of major and critical incidents.
  • Ensure the implementation of structured post-mortem processes, including root-cause identification and follow-up on corrective actions.
  • Implement measures to reduce recurrence risks and improve operational resilience.

Leadership and Team Management

  • Coach, engage, and develop the Network Operations team.
  • Set operational priorities, assign responsibilities, and ensure effective resource management.
  • Contribute to employee skill development, performance, and engagement.

Security, Compliance, and Governance

  • Ensure the application of organizational policies, particularly those related to information and operational security.
  • Contribute to reviewing and improving operational governance frameworks.
  • Ensure compliance with regulatory, contractual, and internal requirements.

Projects and Technology Evolution

  • Participate in planning and implementing network infrastructure evolution projects.
  • Assess the operational impacts of technological and organizational changes.
  • Promote automation, process optimization, and operational best practices.

 Communication and Collaboration

  • Provide clear and thorough communication on network status, risks, and operational issues.
  • Work closely with IT, engineering, security, regulatory affairs, and external partner teams.
  • Support management decision-making through structured analyses and recommendations.

COMPETENCY PROFILE AND MINIMUM REQUIREMENTS
Education/Experience/Certification:

  • University degree in computer science, software engineering, telecommunications, or a related field.
  • At least 15 years of experience managing network operations or telecommunications.
  • Demonstrated experience managing technical teams.
  • Experience in major incident management, service continuity, and post-mortem processes.
  • Experience in environments involving security, compliance, and continuous availability (24/7) requirements.

Other Qualifications:

  • Excellent understanding of network and telecommunications architectures and their operational constraints.
  • Strong command of incident management principles, SLAs, KPIs, and operational resilience.
  • Good knowledge of operational security and technology governance considerations.
  • Ability to analyze complex environments and assess risks associated with technical changes.
  • Fluency in French is required for this position. Proficiency in English is also necessary in order to communicate effectively with clients and colleagues across the country.
