Role Purpose: 

The Director of Construction is responsible for leading commercial strategy, proposal development, and project execution support. This role serves as the licensed General Contractor when required, ensuring construction activities comply with all applicable regulations, safety standards, and contractual commitments while aligning client expectations with PAC Group capabilities. 

Key Responsibilities: 

  • Lead commercial strategy and proposal development, including scope review, pricing, and internal alignment 
  • Interface with clients during pre-contract phases to clarify technical, commercial, and regulatory requirements 
  • Coordinate with estimating, planning, engineering, and construction teams to deliver complete commercial packages 
  • Support contract reviews, negotiations, and commercial risk identification 
  • Ensure timely and accurate delivery of all commercial and contractual documentation 
  • Provide leadership during project execution to ensure alignment with approved scope, budget, and schedule 
  • Serve as the licensed General Contractor of record when required, ensuring regulatory and code compliance 
  • Oversee site operations including safety, quality, scheduling, inspections, and permitting 
  • Manage subcontractors and vendors, ensuring adherence to contract terms and licensing requirements 
  • Assume responsibility for construction means and methods when acting in a General Contractor capacity 

Required Qualifications: 

  • Bachelor’s degree in Engineering, Construction Management, Project Management, or related field 
  • Active General Contractor’s License (state-specific; multi-state or transferable preferred) 
  • Demonstrated experience in commercial project leadership, proposals, or pre-construction activities 
  • Strong understanding of the full project lifecycle from pre-contract through closeout 
  • Knowledge of construction contracts, risk management, and regulatory compliance 
  • Excellent communication, negotiation, and client-facing skills 
  • Ability to manage multidisciplinary teams under tight deadlines 

Preferred Qualifications: 

  • Experience with EPC or EPCM delivery models 
  • Multi-state General Contractor licensing 
  • Industrial, manufacturing, or large-scale commercial construction experience 
  • Strong knowledge of safety standards, building codes, and quality systems 

The salary range for this position is dependent upon experience, education, and qualifications.

Pay Range

$185,000 - $185,000 USD
