Federal Proposal Manager/Writer
Employment Type: Contract (possibility of transitioning to full-time employment)
Status: Variable hours, but must be available for full-time effort during active proposal cycles
Location: Fully remote or Hybrid (US-based required, Thunder offices are in Tysons Corner, VA.)
Role Summary:
We are seeking an experienced Federal Proposal Manager and Writer (Contractor) to support our growing Federal practice. This highly critical role is responsible for the end-to-end management, writing, editing, and production of high-quality, compelling responses to Federal solicitations, including Requests for Information (RFIs), Requests for Proposals (RFPs), and Task Order (TO) solicitations. The ideal candidate will have a deep background in Federal acquisition and proven experience crafting winning proposals for modern technology solutions, specifically those utilizing SaaS platforms, but preferably Salesforce products.
Key Responsibilities
- Proposal Management & Writing: Lead the writing process for assigned Federal proposals, including developing win themes, managing the content outline (compliance matrix), and drafting all technical, management, and past performance sections
- Content Development & Review: Transform complex technical and strategic concepts from Subject Matter Experts (SMEs) and Solution Architects into clear, compliant, and persuasive proposal language
- Collaboration: Work directly with Sales Executives, Solution Architects, and internal delivery teams to gather necessary information and ensure proposal content accurately reflects the proposed solution and delivery approach
- Editing & Production: Ensure content consistency, grammatical accuracy, and strict adherence to all RFP/RFI instructions, formatting requirements, and deadlines
- Strategy & Solution Integration: Translate solution designs including Salesforce Government Cloud, Agentforce, and AWS/Amazon Connect into compelling, client-centric narratives that articulate clear value and differentiation
- Compliance & RFP Decomposition: Lead the “bursting” of solicitation documents to identify all requirements, evaluation factors, and deliverables; develop and maintain detailed compliance matrices and outlines to ensure every instruction, section, and attachment is addressed with compliant, traceable, and compelling responses.
Qualifications:
- 5+ years of dedicated experience as a Proposal Writer within Federal government professional services
- Proven history of successfully writing and submitting at least 20+ Federal proposals (RFI, RFP, or Task Order responses)
- Demonstrated experience navigating complex Federal solicitations and proposal requirements (e.g., page limits, compliance checklists, evaluation criteria)
- Experience writing proposals focused on Salesforce (including Gov Cloud, OmniStudio, or other platform capabilities) is highly desirable
- Ability to work independently and manage multiple proposal deadlines simultaneously
- U.S. Citizenship required; active or eligible for Public Trust or higher clearance.
- Bachelor’s degree is required
