
Manager, Proposals
The Role
As a Manager, Proposals, you will be a key driver of Tiree’s pursuit strategy, leading our proposal team in producing competitive, high-quality submissions that reinforce our reputation as a trusted industry partner. You will oversee the full development lifecycle for proposals across public- and private-sector clients, ensuring each submission is strategically positioned, meticulously crafted, and aligned with client priorities.
In this role, you will manage and mentor the proposal team, collaborate closely with subject-matter experts and business leads, and contribute directly to writing and strategy for high-priority pursuits. You are equal parts people leader, proposal strategist, and polished writer—someone who can guide a team, elevate the quality of our work, and strengthen Tiree’s presence across all sectors we serve. Your leadership will play a central role in shaping a modern, efficient, and growth-focused proposal function.
What You’ll Do
Reporting to the Vice President, Marketing & Communications, your responsibilities will include:
Team Leadership & Performance Management
- Lead, mentor, and develop a team of Proposal Managers, managing day-to-day activities, setting clear priorities, and fostering a culture of excellence and accountability.
- Conduct performance reviews, coaching conversations, and development planning.
- Manage resource allocation, workload distribution, and cross-team coordination.
Proposal Operations & Quality Assurance
- Oversee the full proposal lifecycle to ensure compliance, quality, and strategic alignment.
- Guide the development of win themes, messaging frameworks, and value propositions.
- Conduct team-level quality reviews to ensure submissions reflect appropriate tone, structure, and client-focused positioning.
- Collaborate with senior leaders, technical experts, and SMEs to validate solution approaches and narrative accuracy.
Process Improvement & Efficiency
- Design and refine templates, workflows, processes, and SOPs that enhance clarity, efficiency, and consistency.
- Champion the adoption of new technologies—including automation and AI—to streamline proposal development.
- Standardize best practices and ensure consistent application across the team.
Strategic Support & Cross-Functional Alignment
- Partner with Marketing, Business Development, and Service Line Leaders to improve proposal readiness and competitive positioning.
- Support forecasting, resource planning, and pipeline assessment to anticipate workload needs.
- Lead initiatives that strengthen collaboration, knowledge sharing, and cross-functional support for pursuits.
Client, Market & Competitive Insights
- Conduct client, market, and sector research to inform proposal themes, strategic positioning, and recommended approaches.
- Monitor industry trends, competitor activity, and procurement landscapes to strengthen competitiveness.
- Work closely with Business Development, Marketing, and Service Line Leads to ensure proposal content reflects evolving client needs and market expectations.
Proposal Development & Writing Support
- Contribute directly to proposal development during priority pursuits, complex submissions, or peak workload periods.
- Lead or support the creation of executive summaries, solution narratives, and value propositions that reflect strong strategic positioning.
- Write, edit, and refine content to ensure clarity, compliance, and compelling client-focused storytelling.
- Provide senior-level narrative and messaging guidance to strengthen win strategies.
- Conduct detailed content reviews of key submissions, offering high-level edits and recommendations to enhance competitiveness.
Content & Knowledge Management
- Oversee the development and maintenance of the content library, case studies, templates, and compliance matrices.
- Ensure content is current, aligned with evolving service offerings, and responsive to market needs.
What You’ll Bring
- 12-15+ years managing proposal teams or leading complex proposal functions in professional services, engineering, construction management, advisory, or federal procurement environments.
- Demonstrated leadership experience, including coaching, conflict resolution, and operational oversight.
- Proven ability to implement process improvements that elevate quality, efficiency, and consistency.
- Exceptional writing, editing, and narrative development skills, with a strong understanding of client-centric storytelling.
- Deep familiarity with public-sector procurement (federal, provincial, municipal), with exposure to private-sector RFPs considered an asset.
- Experience with proposal automation, content management systems, and AI-enabled tools.
- Highly organized, detail-oriented, and capable of managing competing deadlines in a fast-paced environment.
- Bilingualism (English/French) is an asset.
