Proposal and Capture Strategist
YOUR MISSION
As a Capture & Proposal Strategist, you are the engine room driving the proposal—leading complex pursuits with full accountability for strategy, quality, and delivery across the proposal lifecycle. You will lead complex, high-stakes proposals ($25M+) independently from strategy through submission, managing multiple stakeholders and competing priorities. You will demonstrate exceptional autonomy—and should self-direct ambiguous problems, set appropriate checkpoints, and make effective trade-offs between depth, quality, and timeline. You will proactively identify and resolve blockers weeks in advance and hold yourself and teammates accountable for commitments. You will align cross-team communications seamlessly across the Growth team, Engineering, Legal, Contracts, and Pricing, and lead proposal reviews that foster transparent dialogue where every perspective is valued. You will produce executive-quality narratives and discriminators that persuasively articulate True Anomaly’s value proposition and experience. Your deep fluency in True Anomaly products and the space sector will enable credible partnership with technical counterparts. You will contribute to capture planning including win strategy, competitive positioning, and customer engagement, applying nuanced understanding of FAR/DFARS/RFO and acquisition strategy to shape proposals. You will mentor peers and raise the bar across the team, drive impactful cross-team initiatives that benefit the entire Growth organization and demonstrate strong influence across functions through expertise and collaborative approach. RESPONSIBILITIES
- Lead Proposal Development: Lead proposal development on mid-to-large efforts. Establish design and production standards. Review and improve others’ work.
- Manage Full Proposal Efforts: Manage full proposal efforts independently. Design and execute review processes, maintain quality control, and drive on-time delivery across complex efforts.
- Lead Capture Planning: Lead capture planning for assigned opportunities. Develop win strategies, manage teaming, and conduct competitive analysis with limited oversight. Contribute to price-to-win strategy development.
- Apply Acquisition Strategy: Apply nuanced understanding of acquisition strategy to shape proposal approach and win strategy. Advise team on contract vehicle positioning and source selection implications.
- Produce Executive-Quality Content: Produce executive-quality proposal narratives, win themes, and discriminators. Develop storyboards and graphics guidance for complex efforts. Guide team information management standards.
- Shape Technical Narratives: Demonstrate solid fluency in company products, technical capabilities, and mission domains. Actively engage with technical subject matter experts to shape technical narratives and improve proposal competitiveness.
BASIC QUALIFICATIONS
- Bachelor’s degree in Design, Communications, English, Engineering, or related STEM field (or equivalent experience) plus 8-11 years’ experience with the Government solicitation process, with deep expertise in competitive federal proposals. Master’s degree plus 6 years’ experience; PhD plus 3 years’ experience.
- Proven track record of independently leading and winning complex, multi-hundred-million-dollar proposals to award.
- Deep experience managing and winning competitive Program of Record (POR)-level U.S. Department of War solicitations.
- Demonstrated ability to lead capture planning for assigned opportunities, including win strategy development, teaming, and competitive analysis.
- Strong acquisition and contracting knowledge with the ability to apply nuanced understanding of acquisition strategy to shape proposal approaches.
- Excellent writing skills with demonstrated ability to produce executive-quality proposal narratives, win themes, discriminators, and storyboards.
- Proven ability to establish design and production standards for proposal efforts and review/improve others’ work.
- Solid fluency in technical products, capabilities, and mission contexts with the ability to shape technical narratives.
- Outstanding project management skills with the ability to independently manage full proposal efforts and drive on-time delivery.
- Experience with proposal libraries, content management systems, and information management best practices.
PREFERRED SKILLS AND EXPERIENCE
- Active TS or TS/SCI clearance preferred, SAP experience a bonus.
- Start-up experience and/or previous experience with a major U.S. Defense Contractor (space sector ideal)
ADDITIONAL REQUIREMENTS
- Strong preference for candidates based in the Washington, DC area (DMV metro) who can work flexibly and come to our local office (Arlington, VA) regularly.
COMPENSATION: $115,000-$190,000
To conform to U.S. Government space technology export regulations, including the International Traffic in Arms Regulations (ITAR) you must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State.
