About the job
This position is needed to lead and optimize Twilio’s software asset management program. As a Senior Strategic Asset Manager, you’ll develop and implement lifecycle strategies that ensure efficient procurement, deployment, tracking, and governance of software licenses and subscriptions. This role partners cross-functionally to drive cost efficiency, license compliance, and operational excellence—ensuring employees have timely access to the software tools they need, while minimizing risk and maximizing value across the software portfolio.
Responsibilities
In this role, you’ll:
- Develop and drive software asset management (SAM) strategies and lifecycle processes, aligning with ITILv4 practices and business objectives to ensure license compliance, cost optimization, and risk mitigation.
- Maintain a centralized, accurate, and real-time inventory of all software assets—including licenses, entitlements, SaaS and IaaS subscriptions—across IT managed assets.
- Lead regular software audits and internal reviews to validate compliance with licensing agreements, regulatory standards, and vendor terms, minimizing legal and financial exposure.
- Collaborate cross-functionally with Procurement, Corporate Applications, End User Computing & Operations, Legal, and Finance to manage software supply chain processes, contribute requirements to negotiation discussions, and ensure effective software sourcing and renewals.
- Analyze license usage, entitlement data, and financial performance to identify underutilized assets, improve license re-harvesting, and recommend cost-saving opportunities.
- Support team members while promoting SAM maturity through scalable governance frameworks, continuous improvement initiatives, and alignment with industry standard service management disciplines.

*Required:
- Bachelor’s degree or equivalent in Business Administration, Supply Chain Management, Information Technology, Finance, or a related discipline.
- 5+ years of progressive experience in software asset management (SAM) within complex, global organizations, with demonstrated expertise in managing software lifecycles and license compliance.
- Deep knowledge of SAM best practices, including software procurement, license entitlement management, usage optimization, renewal planning, and end-of-life governance.
- Proficient with leading SAM and ITSM tools and platforms (e.g., ServiceNow, Oomnitza, LeanIX, SaaS, Jira management platforms), with strong data analytics skills to drive software optimization and compliance.
- Strong understanding of ITILv4 practices, especially those related to software configuration, change, and service asset management.
- Extensive experience managing software vendor relationships, contract requirements, and subscription renewals—ensuring alignment with business needs and cost-efficiency through supply chain best practices.
- Solid financial acumen including budgeting, license forecasting, cost-benefit analysis, and ROI measurement for software investments.
- Proven ability to design and implement scalable, sustainable SAM processes aligned with governance, regulatory, and audit requirements.
- Exceptional communication and collaboration skills across IT, procurement, legal, finance, and vendor management teams.
- Detail-oriented, highly organized, and capable of managing complex software portfolios and competing priorities in a fast-paced, evolving environment.
Desired:
- Proven track record leading enterprise-wide software asset management initiatives at scale (5,000+ employees), including global license governance and optimization programs.
- Certifications such as Certified Software Asset Manager (CSAM), Certified IT Asset Manager (CITAM), Certified Supply Chain Professional (CSCP), ITIL v4 Foundation (or higher), FinOps Certified Practitioner, Lean Six Sigma, or similar. Can be in progress.
- Expertise in engaging cross-functional stakeholders—Procurement, Legal, Finance, IT—and influencing senior leadership to align SAM strategies with business and compliance objectives.
- Experience driving digital transformation in SAM, including implementation of license management tools, automation of entitlement tracking, and integration with ITSM/ERP platforms.
- Familiarity with regulatory and contractual compliance considerations impacting software and SaaS management, including GDPR, SOX, ISO/IEC 19770, and vendor-specific terms.
- Location
This role will be remote, and based in Colombia.
Travel
