About the job
This position is needed to support our Enterprise Data Governance program. The Principal, Technical Program Manager will be the driving force needed to lead the team to develop and execute a comprehensive Data Governance strategy and roadmap, ensuring that data is managed as a consistent, trustworthy asset that securely enables our most critical business and digital transformations.
This role will be a part of the Enterprise Technology Project Management Office (PMO) which is responsible for creating and maintaining operational and process rigor via a scalable and well-structured project management approach for our ET teams so they can execute initiatives with increased quality, velocity and value.
Responsibilities
In this role, you’ll:
- Program manage strategic and simultaneous project initiatives, working alongside members of Enterprise Technology and other cross-functional Twilio teams (Privacy, Information Security, R&D, Internal Audit, GTM, and Finance) to ensure all projects progress according to scope, schedule and budget.
- Leverage a Project Management (including SAFe and Agile) mindset and principles throughout the project lifecycle to drive the team towards best practices and value driven project delivery.
- Ensure stakeholder satisfaction by developing, cultivating and managing relationships and also by providing status and monitoring of project progression and performance, including regular communications with executive stakeholders.
- Be a problem solver on the team, identifying innovative solutions to project deadlocks and resolving issues and constraints through consensus and sound judgment.
- Evaluate, prioritize, and manage impacts of project scope, changes, issues and risks.
- Use data to highlight and independently drive functional and business impact; utilize predictive analytics to provide insights into program progress.
- Drive decision-making by communicating goals and objectives; run productive, and impartial meetings to ensure implementation or closure of actions.

*Required:
- 12-15 years of program management experience in data governance, data management, data analytics or transformation program and rollout activities.
- Demonstrated experience leading enterprise-wide data governance teams and programs with cross-functional team collaboration.
- Deep expertise in program management related to designing and implementing data governance frameworks, policies, and standards.
- Familiarity with data governance tools (e.g., Collibra, Alation, Informatica) and modern data platforms.
- Demonstrated success with stakeholder engagement & action while leading change management and adoption of data platforms.
- Exceptional communication, leadership, and stakeholder management skills, with the ability to influence at all levels of the organization.
Desired:
- Bachelor’s degree, Master’s degree or equivalent experience.
- Program Management, Project Management or Agile Certification (PMP, SAFe, CSM, Six Sigma).
- Experience project managing data visualization and reporting tools such as Power BI, Tableau, Looker.
- Governance Policy experience (data retention, identity & access management, GRC.
- Experience working with projects teams to design and deploy initiatives or programs that drive organizational efficiencies, growth and value.
Location
This role will be remote, but is not eligible to be hired in CA, CT, NJ, NY, PA, WA.
Travel
We prioritize connection and opportunities to build relationships with our customers and each other. For this role, approximately 10% travel is anticipated to help you connect in-person in a meaningful way

Compensation
*Please note this role is open to candidates outside of California, Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Vermont, Washington D.C., and Washington State. The information below is provided for candidates hired in those locations only.
The estimated pay ranges for this role are as follows:
- Based in Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, Vermont or Washington D.C. : $155,520 - 194,400.
- Based in New York, New Jersey, Washington State, or California (outside of the San Francisco Bay area): $164,640 - $205,800.
- Based in the San Francisco Bay area, California: $182,960 - $228,700.
- This role may be eligible to participate in Twilio’s equity plan and corporate bonus plan. All roles are generally eligible for the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.
The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location.
