United Integrated Services (USA) Corp. was founded in Phoenix, Arizona in 2020. UIS is a U.S. subsidiary of United Integrated Services Co., Ltd. (UIS Taiwan) which was founded in Taiwan in 1982. UIS is a multidisciplinary engineering and construction company. We provide fully integrated design-build services to our clients in the high-technology industry for their manufacturing facility needs. Our scope of services includes engineering design, high-tech factory planning, and on-time equipment and material delivery in which clean-room systems, HVAC, electrical systems, and tool hook-up, are all vital parts in need of total coordination.

United Integrated Services (USA) is searching for Senior Buyer to join our Procurement team!
This role's primary responsibilities will be setting up multimillion-dollar subcontracts, ensuring efficient and successful contract deliveries within budget constraints. As a Senior Buyer, you'll be at the heart of our accounting, financial management, contracts, subcontracts, and vendor administration. Your expertise in sourcing and contract labor will play a crucial role in maintaining accuracy and compliance.

Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Work closely with the construction team, supplier and subcontractors, reporting directly to the Director of Procurement.
- Develop and implement Sourcing Strategies
- Manage the bidding process including, pre-bid/ proposal meetings, walk- thru(s), bid openings, bid tabulation, and bid reviews.
- Gain a comprehensive understanding of revenue models, profit and loss (P/L) statements, and cost-to-completion projections to make informed decisions.
- Familiarize yourself with contract pricing models and billing procedures.
- Effectively manage project budgets to ensure successful financial outcomes.
- Analyze project profitability, revenue, margins, bill rates, and utilization to identify areas for improvement and create forecast models.
- Deliver engaging, informative, and well-organized presentations and reports to various stakeholders.
- Conduct business reviews to discuss current spending, Key Performance Indicators, potential business opportunities, and market trends.
- Ensure continued contract compliance.
- Other responsibilities as assigned.
Qualifications:
- Bachelor’s degree in finance, Accounting, Business Administration, Supply Chain Management, or a related field.
- 5 years of professional work experience in procurement. Proven experience in procurement, financial management, and contract administration within the construction industry.
- Experience in electrical engineering procurement in construction, strongly preferred.
- Strong knowledge of revenue models, P/L statements, and cost-to-completion projections.
- Familiarity with contract pricing models and billing procedures.
- Independent and self-motivated with experience managing within a distributed office environment.
- Ability to establish program objectives or performance goals and assess progress.
- Experience in subcontract administration and managing subcontractors and vendors.
- International work experience is a plus.
- Proficiency in MS Office Suite (Word, Excel, Teams, etc.).
- Familiar with Enterprise Resource Planning systems (ERP).
- Excellent written and verbal English communication and interpersonal skills.
Nice to Have:
- Experience with organized labor (union) workforces and collective bargaining agreements.
- Bilingual in Mandarin & English
Physical Demands & Work Environment
This position requires the ability to lift and carry up to 50 lbs for transporting documents, equipment, and other materials as needed. The role involves extended periods of sitting while working at a computer, as well as standing and walking. Frequent movement between the construction trailer and various areas of the construction site is necessary.
The position is based at the construction job site (trailer office). Even though the exposure of hazardous work conditions would be minimal, the employee may be required to visit the work area of the jobsite and thus be exposed to some typical work hazards that may be present on a construction site, such as dust, moving machineries, weather, caustic chemicals, noise etc. UIS would provide the required safety protection to ensure the safety of UIS employees and comply with all OSHA standards.
