Job Brief:

The Stakeholder Engagement Senior Advisor position would involve leveraging social science research and insights to identify the stakeholder needs of citizen security in Guatemala by engaging with law enforcement professionals, civil society, private sector and academia.  The incumbent will utilize social science methods to gather information through various modalities to identify the most salient citizen security issues and the strengths, weakness, challenges, and opportunities facing the civilian police force in addressing these issues.  Translating this information into action, the advisor will provide important inputs for targeted internal and external-facing communication strategies, identifying the marketing channels and communication mechanisms needed to advance the professionalization of the national civil police of Guatemala, or Policia Nacional Civil (PNC).  The initial focus will be to gather information, analyze trends and trajectory for organizational improvement, and ultimately inform the messaging strategy within the organization and with the public.  The incumbent should have knowledge of organizational change management, public awareness campaigns or policy advocacy initiatives and be able to work with a multisectoral team, including government communication specialists.

This is a full-time term Personal Services Contractor role for a host country national  based in Guatemala.

Responsibilities:

Research and Analysis:

  • Conduct in-depth social science research to understand target audiences, identify key messaging points, and gauge public perception on social issues, as well as gather data from internal audience on organizational needs. 

Messaging Development:

  • Advise on clear, compelling, and evidence-based messaging that aligns with social science research findings and resonates with diverse audiences. 

Campaign Strategy:

  • Advise on the development of comprehensive communication strategies, including internal and external facing audiences, timeline and key performance indicators (KPIs), to achieve desired outcomes. 

Content Creation:

  • Work with interdisciplinary team to produce various communication materials like reports, infographics, social media content, videos, and presentations to effectively communicate complex social science concepts.  Be able to work effectively with specialists with branding and imaging expertise to achieve desired messaging.

Stakeholder Engagement:

  • Understand how to engage with employees of public institution, like civil police institution, on organizational needs and employee satisfaction topics.  Collaborate with other communication specialists from the Guatemalan government, researchers, policymakers, private sector partners, community organizations, and to gather data, encourage dialogue define messaging and promote public dialogue on security issues. 

Data Monitoring and Evaluation:

  • Track campaign performance, analyze data, and make adjustments to communication strategies based on insights gained.

QUALIFICATIONS:

  • A Bachelor’s degree with 8-10+ years of experience in political affairs, conflict resolution, diplomacy, communications, organizational development, change management, public awareness campaigns or policy advocacy or a related field is strongly preferred.
  • Social Science Knowledge: Strong understanding of social science theories, research methodologies, and key social issues. 
  • Communication Skills: Excellent writing, editing, and presentation abilities to clearly communicate complex information to diverse audiences. 
  • Marketing Expertise: Familiarity with digital marketing strategies, social media platforms, and content creation tools. 
  • Analytical Skills: Ability to interpret data, identify trends, and draw actionable insights from research findings. 
  • Strategic Thinking: Capability to develop comprehensive communication plans aligned with organizational goals and social science research objectives. 
  • Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players
  • Excellent representation and communication skills (oral and written), including cross-cultural, media, interpersonal skills; proven ability to deal with counterparts from the lowest and highest political, social, cultural, and economic levels.
  • Excellent writing and oral communication skills in Spanish. Proficiency in English is recommended.
