Position Description
Valiant Harbor International, LLC has an exciting opportunity supporting the National Geospatial Intelligence Agency (NGA) research directorate On-Site in a SCIF environment in Springfield, VA. The Senior Program Analyst will be supporting SETA for R&D program planning which will aid the PPE team, Technical Offices, and Pods in the programmatic and financial aspects of new and existing programs, projects, and acquisitions. The Sr. Program Analyst will be responsible for but not limited to budget building, acquisition support, and financial execution of Research, Development, Test, Evaluation (RDT&E), Operations and Maintenance (O&M) funding.
Position Responsibilities
- Provide program review support including support to annual Division reviews and quarterly program reviews.
- Assist in the preparation of the Program Build and CBJB/IPBS descriptions. This includes updating the spreadsheets that track financial changes, as well compiling and reviewing program manager (PM) input for coherence and adherence to the guidance and inputting all required documentation and numbers into budget software tools.
- Employ knowledge of RDT&E budget activity codes and policies concerning two-year funding to assist Research in planning, programming, and budgeting activities.
- Assist in coordinating and administratively managing R&D acquisition activities to include activities associated with various R&D solicitations and vehicles included, but not limited to BAAs, SBIR programs, STTR programs, contracts with UARCs/ FFRDCs, Other Transactions (OTs), and administration of Grants and Cooperative Agreements with Universities.
- Assist the Technical Offices and Divisions with developing requirements and documentation, coordinating activities with NGA or other agency contracting organizations, monitoring contracting actions and status, assisting Contracting Officer’s Representatives (CORs), and/or Technical Monitors (TMs) with program planning and acquisition support.
- Liaise with the Office of Contract Services (OCS), Office of General Counsel (OGC), and FM Policy as needed/requested by the Government.
- Utilize their understanding of Financial Management Regulations, the Federal Acquisition Regulations (FAR), DoD Federal Acquisition Supplement (DFARS), and internal NGA policies and procedures to execute RDT&E and O&M funding for Research.
- Comply with appropriation guidance and severability policy concerning the execution of funding on Federal Assistance Agreements (grants and Cooperative Agreements), various contract types, OTs, and other types of vehicles utilized by Research organizations.
- Provide financial execution support functions to ensure timely commitment, obligation, and expenditures of funds through internal and external vehicles.
- Create, edit, and review Military Intergovernmental Purchase Requests (MIPRs) and Air Force Form-9 (AF-9s) (NGA Purchase Requests (PRs)) for the execution of funding.
- Assist in the development of accompanying MIPR/AF-9 documentation including but not limited to Determination and Findings (D&Fs), Independent Government Cost Estimates (IGCEs), and SOWs, SOOs, or PWSs.
- Assist in the development of Interagency Agreement (IAA) – Agreement Between Federal Agencies on FS Forms 7600 As and Bs, as well as conversion of Memorandums of Agreement (MOAs) and IAAs to FS Forms 7600 As/Bs in accordance with the Department of Defense Instructions (DODI) 4000.19 and NGA policies and procedures.
Requirements
- BA/BS or MA/MS in a technical degree or with 36 credit hours in technology related curriculum.
- 5+ years of experience as Program Analyst, Financial Analyst or similar.
- Must have active Top/Secret Clearance with SCI eligibility.
- Must have knowledge and experience in R&D program development from concept inception to transition of technologies.
- Must have hands-on experience with financial execution and program management, including cost, schedule, and performance metrics, and familiarity with tools and processes for financial tracking (e.g., MIPRs, AF-9s, FS Forms 7600).
- Knowledge of RDT&E funding, the PPBE process and FAR, DFARS FMR for structuring program schedules and planning execution of funding.
- Experience drafting, reviewing, and editing R&D statements of work (SOWs), contracts, agreements such as Technology Transfer agreements, CRADAs, EPA, PIA, OTs, etc., and other program documentation.
- Must have a deep understanding of DoD policies, Financial Management Regulations (FMR), and appropriation guidance for funding execution.
- Must have an understanding of TRLs (Technology Readiness Levels), Export Control/ITAR, and security classification for program protection and technology transition.
Yearly Pay Range: $130,000 - $140,000
