Job Description:
Valiant Harbor International is seeking a dynamic and experienced Behavioral Health Scientist to oversee complex, multi-faceted programs focused on transformative change in the areas of mental and behavioral health. This role requires a strategic thinker and collaborative leader who can manage integrated teams, align resources, and deliver results for high-impact federal initiatives. The successful candidate will be responsible for leading cross-functional teams, maintaining stakeholder relationships, and ensuring that program objectives are met on time and within scope and budget.

 

Key Responsibilities:

  • Provide strategic leadership and daily oversight to a high-performing team delivering complex projects in the mental and behavioral health domain.
  • Serve as the primary point of contact for government clients, ensuring clear communication and alignment with program goals and deliverables.
  • Develop and maintain comprehensive project plans, timelines, and documentation, ensuring all program activities remain on track.
  • Develop and maintain standard operating procedures (SOPs) to streamline workflows and ensure consistency.
  • Identify opportunities for process improvements and implement best practices to enhance operational efficiency.
  • Monitor and evaluate project progress, identify risks and issues, and implement mitigation strategies to ensure successful outcomes.
  • Lead regular project meetings, status updates, and reporting efforts with internal and external stakeholders.
  • Ensure adherence to federal program management best practices, compliance requirements, and contract obligations.
  • Facilitate coordination among subject matter experts, analysts, and technical staff to integrate workstreams effectively.
  • Promote a culture of continuous improvement, innovation, and accountability across the project team.
  • Support knowledge sharing, process development, and standardization of project management practices.

 

Required Qualifications:

  • Must have a current Public Trust Clearance or the ability to obtain a Public Trust clearance prior to start.
  • Bachelor’s degree in public health, Psychology, Social Work, Health Administration, Business Administration, or related field (Master’s degree preferred).
  • Minimum of 10 years operational lead/ lead technical experience (Program Manager, Project Manager/Director, etc.) managing a team.
  • Minimum of 7 years of relevant experience in project management, with at least 3 years focused on behavioral or mental health programs.
  • Proven ability to lead cross-functional teams and manage complex, multi-component programs.
  • Strong understanding of behavioral and mental health systems, policies, and services at the federal or state level.
  • Strong proficiency in project management software and tools (e.g., Trello, MS Project, Asana).
  • Excellent communication, leadership, and stakeholder engagement skills.
  • Demonstrated experience with federal government clients, including knowledge of government contracting processes.
  • Proficiency in project management tools and methodologies (e.g., Agile, PMP certification preferred).

 

Desired additional qualifications:

  • Experience working with HHS agencies (e.g., SAMHSA, NIH, CDC) or similar public health organizations.
  • Familiarity with health equity initiatives and strategies addressing social determinants of health.
  • Prior experience managing remote or hybrid teams across geographic locations.

 

Salary Range:  $160,000.00 - $180,000.00
