Consultant- After Action Review on the Voices Against Violence: The Gender-Based Violence Global Initiative

Background:
Vital Voices Global Partnership is a non-profit organization founded on the idea that nations and communities cannot move forward without women in leadership positions. We invest in women leaders who are taking on the world’s greatest challenges – from gender-based violence (GBV) to the climate crisis, economic inequities, and more.
Since 2014, the Voices Against Violence (VAV): The Gender-Based Violence Global Initiative aimed to respond globally to extreme forms of GBV by
- Increasing resources for survivors of extreme forms of GBV through our Urgent Assistance Funds,
- Improving protections and access to justice for survivors by facilitating Justice Institutes,
- Establishing an international network to serve as focal point and coordinate efforts around GBV
Working alongside local and international partners, Vital Voices has provided more than $20 million USD in support of projects addressing the three objectives listed above. Due to changes in international funding, the VAV has been suspended.
The After-Action Review (AAR) will help document key lessons, challenges, and opportunities to inform future engagement around GBV.
Objectives of the Consultancy:
- Document Key Activities and Outcomes
- Identify successes, challenges, and opportunities
- Assess coordination, stakeholder engagement, and implementation approaches
- Capture best practices and lessons learned, including actionable steps for future GBV response strategies
Scope of Work:
- Desk review of program documents, reports and data
- Design and conduct interviews/focus groups with key stakeholders
- Facilitate an After-Action Review workshop
- Design the format and presentation of the report, so it is actionable and accessible for practitioners as well as executive level leadership.
- Synthesize findings into a final report
Deliverables:
- Workplan and methodology
- AAR Template
- Draft AAR report
- Final AAR report
Required Qualifications and Experience:
- Proven experience working on GBV programming and/or evaluating humanitarian programs, including GBV service provision
- Familiarity working with international partners from different backgrounds, including justice system actors
- Understanding of survivor-centered, trauma informed approaches
- Strong facilitating and stakeholder engagement skills
- Excellent writing and communication skills
- Track record of conducting structured After-Action Reviews on international programs or otherwise applicable

Ethical Considerations and Safeguarding:
Given the sensitive nature of the initiative and its focus on gender-based violence, the consultant is expected to adhere to the highest ethical standards in all aspects of the review. This includes ensuring confidentiality, informed consent, and the safety and dignity of all individuals involved in the process. The consultant must demonstrate a survivor-centered, trauma-informed, and culturally sensitive approach to data collection and stakeholder engagement. Compliance with Vital Voices’ policies is required, and any potential risks to participants must be identified and mitigated appropriately. The consultant may be required to complete safeguarding training prior to engagement with any individuals directly affected by GBV.
