Position Overview

Woolpert is hiring several Junior and Senior GeoBase GIS Analysts to work at Lackland Air Force Base (AFB) in San Antonio, Texas. This is an on-site role with a schedule of 4 days working at the Air Force Civil Engineer Center (AFCEC) on Lackland AFB and 1 day working remotely.

 

GeoBase Analysts will be part of a dynamic fast-paced team supporting United States Department of the Air Force (DAF) installations for the AFCEC GeoBase program. Analysts manage Air Force Civil Engineering GIS data in an enterprise environment, working with program stakeholders to support capabilities, requirements, technical issues, and training. Analysts will work on a team developing and implementing enterprise capabilities and data stewardship processes in support of GeoBase program objectives at installations worldwide. GeoBase analysts utilize Esri ArcGIS desktop and enterprise solutions to meet installation and GeoBase program geospatial requirements in coordination with GeoBase Service Desk managers.

 

Tier III analysts will also manage client projects as well as performance, resourcing, and career development for their group of analysts, enabling them to support multiple projects, GeoBase program initiatives, and Service Desk requests. These positions report directly to GeoBase Team Leaders and are responsible for architecting and implementing solutions for the rapidly growing GeoBase program.

What You Will Do: 

As a Junior GeoBase GIS Analyst at Woolpert, you will:

  • Create and maintain Air Force Civil Engineering GIS data in an enterprise environment, managing a versioned, multi-user geodatabase
  • Create, update, and produce a variety of installation, range, and vicinity maps, drawings, plans, and other graphic representations using cartographic techniques to represent spatial data
  • Perform regular and frequent data updates in coordination with analysts or government personnel located at DAF installations and other locations
    • Coordinate and execute GIS data requests and submissions to authorized stakeholders and mission partners, including disaster response and emergency mapping and analysis support
  • Perform data quality assurance and control, ensuring compliance with Air Force and Department of Defense geospatial data standards
    • Create and maintain installation and AF enterprise geospatial metadata
    • Migrate or convert legacy GIS, CAD, non-spatial, and tabular data to GeoBase standards
    • Maintain data for archival storage, record keeping, and inventory of source data and maps
  • Perform complex GIS data analysis, extraction (digitization), and geocoding processes
  • Effectively integrate and utilize geospatial imagery, LiDAR, survey, and field collected data in the GeoBase enterprise
  • Work closely with end users in the Air Force installation GeoBase offices and other base organizations to support GIS requirements, technical issues, and training needs such as data stewardship, ArcGIS applications, SDSFIE data model, enterprise capabilities, and GeoBase program objectives
    • Provide end user support and training for GeoBase data stewardship, applications, capabilities, standards, and initiatives to installations, major commands (MAJCOM), and mission partner organizations
  • Create or update the DAF GeoBase Knowledge Base, documenting current workflows, Standard Operating Procedures (SOP), end user self-help, and GeoBase program functional processes

As a Senior GeoBase GIS Analyst at Woolpert, you will do all the above, plus:

  • Manage client projects - project workflow design, task assignments, progress monitoring, and status reporting
  • Manage project performance - serve as a Scrum Leader (Agile manager and service management process coach) utilizing the GeoBase Agile framework to manage all projects, recording all processes to enable task visibility and project transparency to our AFCEC client
  • GeoBase Analyst mentor - support analysts to meet client project goals and target utilizations:
    • Ensure analysts have all skills necessary to meet project requirements
    • Set Woolpert performance goals, track progress, and mentor analysts for success
    • Utilize analysts for tasks that promote skills development
  • Project leadership coordination - assist Team Leaders in the development of project estimates and production schedules, to also include:
    • Matching analyst skills to project requirements and across project technical groups for maximum cross functional support
    • Managing analyst work schedules, in-office days, and time off
  • Architect solutions:
    • Analyze current processes and workflows and provide recommendations to develop enterprise solutions
    • Design or modify solutions to satisfy current and emerging client requirements
    • Work closely with GeoBase stakeholders and mission partners to identify requirements, capability gaps, technical issues, and training needs
    • Create, maintain, and improve enterprise GIS tools and geoprocessing services

What You Will Bring: 

  • U.S. citizenship
  • Active Tier 1 Investigation (National Agency Check and Inquiries NACI), security clearance, or the ability to pass a Tier 1 Investigation
    • Willingness to undergo a pre-employment background check and drug screening
  • Junior Geospatial Specialist:
    • Two (2) years of geospatial experience
  • Senior Geospatial Specialist:
    • Four (4) years of geospatial experience
  • Extensive knowledge of Esri ArcGIS software and capabilities:
    • Junior Geospatial Specialist
      • Two (2) years of experience using ArcGIS Desktop (ArcMap) or ArcGIS Pro
      • Two (2) years of experience using Portal for ArcGIS or ArcGIS Online (AGOL)
    • Senior Geospatial Specialist:
      • Four (4) years of above experience
    • Junior Geospatial Specialist:
      • Two (2) years of experience in a role requiring:
        • Excellent problem-solving and consulting skills with emphasis on client and team member engagement
        • Proven experience providing excellent customer service
        • Strong technical proficiency using Microsoft Office products
        • Excellent written and verbal communication skills necessary for our dynamic working environment
        • Attention to detail and proven experience meeting data quality assurance and accuracy standards
        • Strong organizational, time management, and analytical skills
        • Ability to work independently, collaboratively as part of a team, and as a member of a large organization
        • Ability to offer constructive feedback and problem solving, as well as clear direction to support goals
    • Senior Geospatial Specialist:
      • Four (4) years in a role requiring above experience
      • Enterprise GIS management:
        • Two (2) years of experience working with enterprise GIS databases conducting Quality Assurance/Quality Control (QA/QC) processes in multi-editor environments
        • Two (2) years of experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard, or other defined spatial data model
      • Project management:
        • Two (2) years of experience managing projects where demonstrated design and guidance of workflows resulted in successful completion of client tasks or deliverables
        • Two (2) years of experience with project management methodology, preferably the Agile method using Atlassian software, or similar methods/platforms
      • Advanced solutions design:
        • Two (2) years of experience using ArcGIS Experience Builder, ModelBuilder, or Web AppBuilder to successfully design solutions that satisfied client, user, or project requirements
        • Two (2) years of experience using Python, preferably the ArcGIS API for Python and ArcPy library, to design, improve, update, or modify solutions that satisfied client, user, or project requirements
  • Experience with the DAF GeoBase program is preferred
  • Proficiency with Esri ArcSDE, ArcGIS Server, or ArcGIS Enterprise is preferred
  • Proficiency using ArcGIS Pro Attribute Rules or ArcGIS Data Reviewer tools is preferred
  • Experience with database management software, Oracle, or SQL is preferred
  • Experience with Real Property reconciliation processes is preferred
  • Experience using Agile methodologies, preferably Atlassian (Jira, Confluence) software is preferred
    • Experience with Service Desk or other customer request ticketing systems
  • Proficiency in processing and using geospatial imagery and lidar data is preferred
  • Proficiency in Autodesk or other CAD software is preferred
  • Experience with GPS, surveying, or field data collection is preferred
  • Experience with DoD geospatial data and systems is preferred

Base pay offered may vary depending on job-related knowledge, skills, and experience.

Pay Range

$65,000 - $75,000 USD
