Position Overview
Woolpert is hiring a Local Training Area GIS Analyst for our Geospatial Information & Training Land Sustainment Services support contract to the United States Army Integrated Training Area Management (ITAM) Program. This is an on-site role working at the U.S. Army Garrison Bavaria in Grafenwoehr, Germany.
The Local Training Area (LTA) GIS Analyst will be part of a dynamic fast-paced team supporting the U.S. Army’s Sustainable Range Program (SRP) in Europe and Africa. The SRP is the U.S. Army’s overall approach for improving the way in which it designs, manages, and uses its ranges and training facilities, with the goal of maximizing capability, availability, and accessibility of ranges and training lands. The SRP GIS mission is to create, analyze, manage, and distribute authoritative standardized spatial information, products, and services for the execution of training strategies and missions on U.S. Army ranges and training lands. The program strives to provide the SRP community, trainers, and soldiers with the ability to leverage the most accurate and complete geospatial datasets through easily accessible and user-friendly products and applications.
The SRP GIS program in Europe is conducted at U.S. Army Europe and Africa Command (USAREUR-AF) Regional Support Centers (RSC), located at Grafenwoehr and Hohenfels, Germany.
The Local Training Area GIS Analyst shall provide primary support for map production, geospatial analysis, GIS technical support, performing Pre-Deployment Site Surveys, maintaining Army GIS data standards, stakeholder coordination, reporting, and ensuring all data standards as required by the U.S. Army’s Sustainable Range Program in Europe and Africa. This analyst is responsible for direct geospatial support of the USAREUR-AF SRP mission and Training Support Activities Europe (TSAE) Regional Training Support Divisions South (RTSD-S) and West (RTSD-W).
We are unable to provide visa sponsorship for this position. Applicants must already possess work authorization in the country the job is located.
What You Will Do:
As the LTA GIS Analyst at Woolpert, you will:
- Be responsible for developing and maintaining GIS and cartographic information, products, and services on behalf of the USAREUR-AF SRP
- Develop and maintain all GIS data in compliance with the SDSFIE, Installation Geospatial Information & Services (IGI&S), and SRP GIS data requirements
- Manage Geodatabases, Feature Datasets, Feature Classes, and associated geospatial layers
- Develop and maintain geospatial data to support the U.S. Army’s Training Area Platform – Interactive Network (TAP-IN) Web Mapping Services (WMS) and supporting applications, such as the Army Range Mapper (ARM) in accordance with U.S. Army Command directives and geospatial standards
- Perform an annual assessment of all SRP installation GIS data assets to evaluate and document the status of installation geospatial data layers according to the most current SRP GIS data standards
- Coordinate, develop, update, and maintain Military Installation Maps (MIM) or NATO equivalent maps for designated installations and training areas
- Develop, update, and maintain Installation Special Maps (ISM) for supported installations that do not require MIMs
- Coordinate, develop, update, and maintain maps for designated ranges and training facilities utilizing existing data, field surveys, photogrammetric mapping, or other standard mapping techniques
- Develop and maintain 3-D Raised Relief Map (RRM) and related Digital Stereo Lithography (STL) files and equivalent terrain information to support specific command, installation, SRP, and military training related mapping requirements
- Develop, maintain, and deliver the Command Overview Map that visually depicts the geographic extent, infrastructure, and interrelation of supported training areas, installations, and relevant operational zones within the USAREUR-AF area of responsibility
- Develop, maintain, and deliver custom map products in response to requests submitted by USAREUR-AF SRP organization personnel in compliance with applicable U.S. DoD regulations and NATO Standardization Agreements (STANAGs) for cartographic products
- Prepare and conduct GIS-related technical training upon request from SRP personnel on topics including, but not limited to, the use of ESRI ArcGIS Pro, TAP-IN, and the Range Manager’s Toolkit (RMTK)
What You Will Bring:
- Ability to understand, speak, read, and write the English and German languages
- Must be able to obtain a US Department of Defense common access card (CAC)
- No relocation assistance offered - must already reside in Germany/EU or arrange own transportation/residence permit/work visa
- Understanding of GIS concepts and terminology
- Experience with Esri ArcGIS software
The LTA GIS Analyst must have demonstrated experience with:
- Coordinating and briefing U.S. DoD military personnel, Government employees, and international stakeholders
- GIS concepts, applications, and standards, including experience with ESRI ArcGIS Pro software and Portal for ArcGIS, including U.S. DoD and NATO GIS and data standards
- Cartography concepts, terminology, and standards, including U.S. DoD and NATO mapping standards
- General knowledge of remote sensing, surveying, and other land assessment techniques, applications, and standards
- General knowledge of U.S. DoD data management concepts, terminology, and security standards
- General computer skills, i.e. word processor, e-mail, spreadsheets, etc.
- The following experience is favored:
- Experience with the S. Army’s Sustainable Range Program
- Experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or other defined spatial data models
- Experience with Army IGI&S products and standards
- Experience with DoD enterprise geospatial data and systems
- Experience with Oracle, SQL, or other database management software
- Proficiency in processing and using geospatial imagery and lidar data
- Proficiency in Autodesk or other CAD software
- Experience with GPS, surveying, or field data collection

Base pay offered may vary depending on job-related knowledge, skills, and experience.
Pay Range
€55.000 - €59.000 EUR
