Municipal Engineer

Energy & Water Utilities Group

Position Summary

Woolpert is seeking a licensed Municipal Engineer to join our Energy & Water Utilities Group in Pennsylvania. This role serves as a trusted advisor and technical leader for municipal and authority clients, providing engineering expertise across water, wastewater, stormwater, site/civil, transportation, and capital improvement programs.

The ideal candidate is a licensed Professional Engineer (P.E.) with experience representing local governments and/or municipal authorities, including duties such as plan reviews, public meeting attendance, project/program management, regulatory compliance, and construction administration. This individual will lead multidisciplinary teams, cultivate client relationships, and provide engineering guidance throughout both the municipal plan review process and public project design/bid/build lifecycle.

Essential Responsibilities

  • Serve as the lead engineer and technical advisor for municipal and authority clients.
  • Review proposed development plans submitted by private individuals and organizations for compliance with relevant laws, ordinances, and codes.
  • Develop improvement guarantee opinions of probable cost to protect municipal and authority clients from incomplete or deficient work.
  • Attend public meetings to report on plan reviews, offer engineering insight, and provide work proposals for approval.
  • Lead or assist Woolpert SMEs in capital planning efforts for multidisciplinary projects in water, wastewater, stormwater, site/civil, transportation, and other municipal and authority infrastructure sectors.
  • Oversee and sometimes directly manage multidisciplinary projects in disciplines such as water, wastewater, stormwater, site/civil, transportation, and other municipal and authority infrastructure sectors.
  • Review and/or prepare engineering plans, specifications, reports, technical documents, and permits, including the provision of seals and signatures where appropriate.
  • Provide engineering oversight during the bidding and construction phases of public projects.
  • Develop and maintain strong relationships with municipal, authority, and other public-sector clients.
  • Ensure deliverable quality expectations of clients are met.
  • Mentor and develop junior engineering staff while promoting technical excellence and quality delivery.
  • Assist with business development activities, proposal preparation, project pursuits, and client presentations.
  • Collaborate with market and practice leadership to identify growth opportunities within municipal and authority sectors.

Required Qualifications

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related engineering discipline.
  • Active Pennsylvania Professional Engineer (P.E.) license.
  • 8+ years of progressively responsible experience representing municipal and/or authority clients.
  • Comfort with speaking at public meetings and conveying engineering concepts to non-engineers.
  • Experience conducting plan reviews of proposed developments for compliance with subdivision and land development, zoning, and stormwater ordinances; and authority standards and specifications.
  • Demonstrated experience overseeing and/or managing engineering design efforts for multidisciplinary infrastructure projects.
  • Experience reviewing and approving engineering deliverables as the Engineer of Record.
  • Strong understanding of municipal and authority design standards, regulatory requirements, and permitting processes.
  • Experience managing project budgets, schedules, and technical teams both within and outside of disciplinary experience.
  • Excellent communication and client relationship management skills.

Preferred Qualifications

  • Familiarity with Pennsylvania state regulations for municipalities and authorities, including the Sunshine Act, Municipalities Planning Code, Municipality Authorities Act, public bidding and procurement requirements, and various municipal codes.
  • Familiarity with infrastructure master planning, asset management programs, system modeling, or capital improvement planning.
  • Experience providing construction-phase services and engineering support during project implementation.
  • Existing relationships within municipal or authority markets.

Base pay offered may vary depending on job-related knowledge, skills, and experience.

Pay Range

$101,200 - $151,800 USD
