Role Overview

Technical Program Managers (TPMs) play a critical role in leading large-scale, cross-functional initiatives across Distributed Engineering & Technology (DET) and business organizations. TPMs are responsible for programs end-to-end—driving execution, improving transparency, streamlining processes, and enabling effective communication across multiple teams.

The work is highly visible and operates at significant scale, regularly involving reporting, influencing, convincing, and negotiating with Directors and Senior Staff, while maintaining rigorous tracking of progress, risks, and dependencies.

We are seeking a highly accomplished and results-driven Senior Technical Program Manager to lead a portfolio of mission-critical software initiatives across the organization. This role owns execution strategy, operational excellence, and organizational alignment for complex, cross-functional programs with material business impact.

The ideal candidate brings a strategic mindset, strong tenacity, and high emotional intelligence, and excels at driving execution in ambiguous environments, influencing senior stakeholders without authority, and institutionalizing world-class software delivery practices across a large, distributed organization.

Responsibilities

Strategic Program Leadership

  • Architect and drive the full Software Development Life Cycle (SDLC) for a portfolio of complex, multi-year programs
  • Ensure alignment with company-level strategic priorities and clearly demonstrate business impact
  • Apply strategic thinking to balance near-term execution demands with long-term technical and organizational objectives

Portfolio Management & Execution

  • Directly lead and manage multiple high-visibility programs from concept through deployment
  • Define program scope, facilitate build-versus-buy analyses, and develop comprehensive business cases, charters, and execution plans
  • Track progress rigorously across initiatives, ensuring transparency, accountability, and timely escalation of issues

Operational Excellence & Process Ownership

  • Champion and institutionalize best-in-class delivery and execution practices across development teams
  • Own and continuously improve processes, tools, metrics, and communication mechanisms
  • Leverage data, KPIs, and retrospectives to drive continuous improvement and predictable delivery

Executive Alignment & Communication

  • Partner closely with Directors, Senior Staff, and executive leadership across Engineering, Product, and Business teams
  • Align roadmaps, prioritize initiatives, negotiate technical and delivery trade-offs, and facilitate critical decision-making
  • Provide concise, high-quality reporting on program health, risks, dependencies, and outcomes to senior stakeholders and governance forums

Risk & Dependency Management

  • Proactively identify, analyze, and mitigate complex cross-program risks and dependencies spanning multiple teams and organizations
  • Demonstrate tenacity in driving resolution of long-standing, ambiguous, or structurally complex challenges
  • Clearly communicate impacts and proposed resolution paths to all relevant stakeholders

Performance Tracking

  • Define, track, and communicate Program KPIs and Portfolio OKRs
  • Provide transparent reporting tied to strategic business outcomes, execution health, and value delivery

Cross-Organizational Influence

  • Build strong, trusted relationships across DET and business organizations
  • Use emotional intelligence to navigate differing perspectives, manage conflict, and align stakeholders with competing priorities
  • Proactively unblock teams, remove systemic impediments, and enable execution at scale without formal authority

Experience

  • 7–10+ years of progressive experience in Technical Program Management within a large-scale, enterprise software environment
  • Proven ability to lead multi-year, high-impact programs across multiple organizational boundaries
  • Deep understanding of modern software architecture, cloud platforms, and the complexities of building and operating global, highly available systems
  • Strong grounding in software development principles and the full SDLC
  • Demonstrated strategic mindset with the ability to translate broad business and technical objectives into executable program plans
  • High emotional intelligence, with strong interpersonal awareness and the ability to influence, negotiate, and build alignment at senior levels
  • Persistence, resilience, and accountability in driving outcomes across complex organizational landscapes
  • Proven success implementing, scaling, and optimizing agile delivery methodologies (e.g., Scrum, Kanban, SAFe) at team and organizational levels
  • Exceptional communication, negotiation, and stakeholder management skills
