Project Director – Recruitment, Hiring, and Administration of Personal Services Contractors (PSC)

Job Overview:

The Project Director will lead the overall management and implementation of USAID/BHA's contract for the recruitment, hiring, and administration of personal services contractors (PSCs). The incumbent will ensure that all program objectives are met, including timely recruitment, onboarding, and management of high-quality personnel to support humanitarian assistance and disaster response activities. The Project Director will work closely with USAID/BHA leadership, government staff, and other stakeholders to fulfill the mission requirements while maintaining compliance with USAID and federal regulations.

 

Key Responsibilities:

Program Leadership and Oversight:

- Lead and oversee all aspects of the recruitment, hiring, onboarding, and administration of PSCs, ensuring timely and efficient management in accordance with the contract objectives and USAID guidelines.

- Manage the recruitment of up to 760 PSCs over the life of the contract, including both newly hired personnel and existing PSCs transferred to this contract.

- Ensure that recruitment and onboarding processes align with USAID’s goals for Diversity, Equity, Inclusion, and Accessibility (DEIA).

- Act as the primary point of contact for USAID/BHA, providing regular updates and reports on project progress, staffing levels, and budget expenditures.

 

Team Management:

- Supervise a team of human resource specialists, recruiters, and administrative support staff to execute the day-to-day activities of the PSC contract.

- Manage performance evaluations, training, and professional development for both internal team members and recruited PSCs.

- Coordinate closely with USAID managers and other partners to ensure a collaborative working environment and efficient use of resources.

 

Recruitment and Hiring:

- Oversee the development of recruitment strategies and plans for individual positions, ensuring timely advertisement, interview processes, and candidate selection.

- Ensure that the hiring of personnel adheres to the standards outlined in the USAID Statement of Objectives (SOO) and complies with all federal regulations.

- Manage the negotiation of employment offers, benefits, and salaries with successful PSC candidates.

 

Administration and Compliance:

- Implement and oversee internal controls to ensure that all contractual obligations and reporting requirements are met, including cost management and performance metrics.

- Administer PSC payroll, benefits, and allowances, ensuring that compensation packages remain competitive with marketplace standards.

- Maintain a comprehensive database of PSCs, tracking key data such as performance evaluations, security clearance statuses, contract modifications, and travel coordination.

- Ensure compliance with federal policies, including those related to security, medical clearance, and onboarding of new hires.

 

Project Performance and Reporting:

- Develop and manage quality assurance processes to ensure continuous improvement of recruitment, hiring, and PSC management services.

- Monitor key performance indicators (KPIs), such as time-to-fill positions, retention rates, and cost performance.

- Provide regular and ad-hoc reports to USAID/BHA on project status, challenges, and recommendations for improvements.

 

Travel and Logistics Support:

- Manage 24/7 travel support services for PSCs, ensuring compliance with the Federal Travel Regulation (FTR) and timely coordination of routine and emergency travel.

- Ensure that travel reimbursements, visa applications, and logistical support for both domestic and overseas PSCs are processed efficiently and in line with USAID policies.

 

Required Qualifications:

- **Education**: Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field; Master’s degree preferred.

- **Experience**: Minimum of 10 years of experience in program/project management, including at least 5 years of experience managing large-scale recruitment and human resource administration programs for the U.S. Government or international organizations.

- **Technical Expertise**: Strong understanding of USAID procurement regulations (FAR/AIDAR), personal services contracts (PSCs), and international humanitarian assistance.

- **Leadership**: Proven experience leading multi-functional teams in high-pressure environments.

- **Communication**: Excellent verbal and written communication skills, with the ability to present to senior government officials and stakeholders.

- **Compliance**: Strong knowledge of U.S. Government contracting policies, including experience with ISO 9001 and ISO 56002 standards for quality management and continuous improvement.

- **Security Clearance**: Must be able to obtain and maintain a Secret-level security clearance.

 

Preferred Qualifications:

- Experience working in USAID, humanitarian assistance, or disaster response environments.

- Familiarity with USAID/BHA’s mission, objectives, and programmatic requirements.

- Experience with USAID’s Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives in recruitment and staffing.
