Recruiter – Recruitment, Hiring, and Administration of Personal Services Contractors (RHAPSC)

Job Overview:

The Recruiter will be responsible for sourcing, recruiting, and onboarding highly qualified personal services contractors (PSCs) to support the USAID Bureau for Humanitarian Assistance (BHA). The Recruiter will work closely with the Human Resources Manager and the Recruitment Team to implement recruitment strategies, identify top talent, and ensure that recruitment efforts align with USAID’s diversity, equity, inclusion, and accessibility (DEIA) goals. This role requires a dynamic and organized professional with strong interpersonal skills and experience in government contracting environments.

 

Key Responsibilities:

Talent Acquisition:

- Manage the full recruitment lifecycle for PSC positions, including job posting, sourcing, screening, interviewing, selection, and onboarding.

- Work closely with hiring managers and project leaders to understand staffing requirements and develop tailored recruitment strategies.

- Proactively source and build talent pipelines through various channels, including job boards, social media, networking events, and referrals.

- Utilize creative sourcing techniques to attract a diverse pool of highly qualified candidates for both domestic and international positions.

 

Candidate Screening and Evaluation:

- Review applications and resumes to assess qualifications and match candidates with specific job requirements.

- Conduct initial screening interviews to evaluate candidates’ skills, experience, and fit for PSC roles.

- Coordinate and schedule interviews with hiring managers, ensuring timely communication and follow-up with candidates.

- Conduct reference checks and ensure all necessary candidate evaluations are completed before finalizing offers.

 

Recruitment Operations and Compliance:

- Ensure all recruitment efforts comply with USAID and federal government regulations, including FAR/AIDAR and personal services contract (PSC) requirements.

- Maintain accurate and up-to-date records in the applicant tracking system (ATS) and provide regular updates to the Human Resources Manager and other project stakeholders.

- Assist with coordinating security and medical clearances for selected candidates, working closely with government personnel to facilitate the clearance process.

 

Diversity, Equity, Inclusion, and Accessibility (DEIA):

- Implement and promote DEIA-focused recruitment practices, ensuring that outreach and hiring efforts align with USAID’s DEIA objectives.

- Participate in outreach and networking efforts to attract a broad and diverse range of candidates, including underrepresented groups.

- Ensure that DEIA principles are integrated into all stages of the recruitment and hiring process.

 

Onboarding Support:

- Work closely with the HR and operations teams to facilitate a smooth onboarding experience for new PSC hires.

- Provide candidates with information on employment benefits, compensation packages, and USAID policies.

- Support candidates through the onboarding process, including arranging orientation sessions and ensuring compliance with USAID protocols.

 

Collaboration and Communication:

- Collaborate with the Human Resources Manager and project stakeholders to ensure recruitment strategies are aligned with staffing needs and programmatic goals.

- Provide regular reports and updates on recruitment progress, challenges, and opportunities for improvement.

- Maintain strong relationships with candidates throughout the hiring process, ensuring a positive candidate experience and timely communication.

 

Required Qualifications:

- **Education**: Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field.

- **Experience**: Minimum of 3 years of experience in recruiting, preferably in a U.S. Government contracting or international development environment.

- **Recruitment Expertise**: Proven track record of recruiting for technical, administrative, and operational roles, with experience sourcing for both domestic and international positions.

- **Communication Skills**: Strong written and verbal communication skills, with the ability to engage with diverse candidates and stakeholders.

- **Technical Skills**: Experience using applicant tracking systems (ATS) and other recruitment technology platforms.

- **Compliance Knowledge**: Familiarity with federal government contracting regulations (FAR/AIDAR) and USAID recruitment requirements.

- **Security Clearance**: Must be able to obtain and maintain a Secret-level security clearance.

 

Preferred Qualifications:

- Experience recruiting for USAID programs or other U.S. Government-funded projects.

- Familiarity with USAID’s Diversity, Equity, Inclusion, and Accessibility (DEIA) goals and their application in recruitment efforts.

- Knowledge of international humanitarian assistance and disaster response programs.
