Deputy Project Director – Recruitment, Hiring, and Administration of Personal Services Contractors (RHAPSC)

Job Overview:

The Deputy Project Director will support the overall management and implementation of USAID/BHA's contract for the recruitment, hiring, and administration of personal services contractors (PSCs). In this capacity, the Deputy Project Director will assist the Project Director in overseeing the contract's day-to-day operations, ensuring the timely recruitment, onboarding, and management of PSCs. The Deputy will also manage project staff, maintain quality control, and liaise with USAID stakeholders to meet performance objectives.

 

Key Responsibilities:

Project Support and Oversight:

- Assist the Project Director in leading the contract's implementation, ensuring that all project objectives related to PSC recruitment, hiring, and administration are met.

- Oversee daily operations and staff management to ensure recruitment and onboarding processes are executed efficiently and in line with USAID’s guidelines and goals for Diversity, Equity, Inclusion, and Accessibility (DEIA).

- Manage coordination between internal teams and USAID/BHA stakeholders, ensuring open communication, alignment of project goals, and timely delivery of services.

 

Team Management:

- Supervise recruitment and administrative staff, ensuring effective task delegation and workflow management to meet staffing and contract goals.

- Assist in the recruitment, onboarding, and performance management of project staff and PSCs.

- Provide mentorship and training to recruitment and administrative personnel to maintain high performance and continuous improvement.

 

Recruitment and Onboarding:

- Oversee recruitment strategies, ensuring they align with USAID's goals and contractual objectives.

- Support the recruitment team in managing end-to-end recruitment processes, from advertising job opportunities to conducting interviews and negotiating contracts.

- Work with the Project Director to ensure that the recruitment and onboarding of PSCs comply with federal regulations, including security clearance, medical clearance, and USAID guidelines.

 

Contract Management and Compliance:

- Assist the Project Director in implementing and monitoring internal controls to ensure contract compliance and adherence to federal regulations.

- Support the administration of PSC benefits, payroll, and allowances to maintain competitive compensation packages.

- Ensure compliance with all reporting requirements, including the maintenance of accurate and up-to-date records of PSCs' performance, security clearances, and contract modifications.

 

Quality Assurance and Reporting:

- Collaborate with the Project Director to develop and maintain quality assurance protocols, ensuring continuous improvement in PSC recruitment and administration services.

- Monitor key performance indicators (KPIs) related to recruitment timelines, retention rates, and cost management.

- Prepare reports and project documentation for USAID/BHA, ensuring clear communication of project progress, challenges, and recommendations for improvement.

 

Travel and Logistics Support:

- Assist in managing travel support services for PSCs, including coordinating routine and emergency travel in compliance with the Federal Travel Regulation (FTR).

- Ensure the timely processing of travel reimbursements and the management of logistics for PSCs traveling domestically and internationally.

 

Deputy Leadership:

- Act as the Project Director’s second-in-command, stepping into leadership roles as needed in the Director’s absence.

- Lead team meetings, monitor project deliverables, and ensure alignment with USAID/BHA's goals and objectives.

- Engage with USAID partners to ensure stakeholder satisfaction and address any project-related issues.

 

Required Qualifications:

- **Education**: Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field; Master’s degree preferred.

- **Experience**: Minimum of 7 years of experience in program/project management, including 3 years of experience in a leadership role within a U.S. Government-funded recruitment or human resource administration program.

- **Technical Expertise**: Strong understanding of USAID procurement regulations (FAR/AIDAR), personal services contracts (PSCs), and international humanitarian assistance.

- **Leadership**: Demonstrated ability to lead teams in dynamic and high-pressure environments, with proven management skills in overseeing recruitment and administrative operations.

- **Communication**: Excellent interpersonal, verbal, and written communication skills, with the ability to engage with senior government officials and key stakeholders.

- **Compliance**: Knowledge of U.S. Government contracting and human resources regulations, including experience with ISO 9001 standards for quality management.

- **Security Clearance**: Must be able to obtain and maintain a Secret-level security clearance.

 

Preferred Qualifications:

- Experience working with USAID or in a humanitarian assistance environment.

- Familiarity with USAID’s Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives and their application in staffing and recruitment.

- Experience supporting complex, multi-stakeholder projects with significant human resource components.
