
Procurement Agent Manager (PAM)
The procurement agent manager will lead and supervise the entire PA team; manage all procurement activities and ensures compliance with MCC and local frameworks; main point of contact with client.
****If hired, candidate will have to relocate to Sierra Leone****
Required Qualifications:
'- Bachelor’s in Management, Law, Procurement, Engineering, Business, Finance, Public Administration, or related field -or- internationally recognized procurement qualification/certification (e.g., NIGP-CPP, CPPO, CSCP, MCIPS, CPSM, or CPSD).
- At least 10 years of relevant public procurement experience across a minimum of 2 countries.
- Significant experience on projects with donor-funded frameworks (e.g., World Bank, ADB, AfDB).
- Experience leading large, complex procurements (approx. US$5m+).
- Demonstrable team leadership and supervision experience.
Specific Skills & Competencies:
- Advanced knowledge of public procurement regulations and best practices.
- Experience developing/reviewing procurement documents for goods, works, and services (solicitations, evaluations, contracts).
- Familiarity with donor-funded procurement frameworks (MCC/World Bank/ADB, etc.).
- Proven ability to engage senior-level government and private sector stakeholders.
- Strong leadership, communication, analytical, and problem-solving skills.
- Fluency in English; proficiency with Microsoft Office.
