Lead Procurement Specialist

XLA seeking a Lead Procurement Specialist with prior MCC experience to direct the procurement team for an Interim Procurement Agent (IPA) contract supporting a Millennium Challenge Corporation (MCC) compact. The Lead runs the full procurement cycle on behalf of the Accountable Entity (AE) under the MCC Program Procurement Policy and Guidelines (PPG) and Standard Bidding Documents (SBD). Contingent upon contract award.

Required qualifications

  • Direct MCC and/or MCA (Millennium Challenge Account) procurement experience
  • Bachelor's degree, or recognized procurement certification (CIPS/MCIPS, CPPO, CPPB, NIGP-CPP, CPSM, CPSD) in lieu at MCC's discretion
  • 10+ years of public or donor-funded procurement experience, including 5+ years in a lead or management role
  • Working knowledge of the MCC PPG, SBDs and MCC Policy on Preventing, Detecting and Remediating Fraud and Corruption
  • Demonstrated development and review of bidding documents, evaluation reports and contracts for goods, works and services
  • Fluency in written and spoken English
  • Proficiency in Microsoft Office

 

Responsibilities

  • Lead a team of Senior and Junior Procurement Specialists across goods, works, consulting and non-consulting services procurements
  • Plan and manage the Procurement and Grant Plan Package (PGPP), General Procurement Notices and the Procurement Implementation Plan
  • Adapt and finalize the Interim Procurement Operations Manual (IPOM) and Interim Bid Challenge System (IBCS) within one month of effectiveness
  • Oversee solicitation documents, evaluation panels, evaluation reports, negotiations and contract finalization
  • Serve as primary liaison to the AE, MCC COR and MCC procurement staff; obtain all required approvals
  • Enforce fraud and corruption prevention, conflict-of-interest controls and confidentiality
  • Deliver AE staff training, monthly execution presentations and market outreach events
  • Manage transition and handover of records to the compact-length Procurement Agent

Preferred qualifications

  • Prior service as IPA, Procurement Agent or MCA procurement director
  • Experience under multiple frameworks (e.g., U.S. Government/FAR and World Bank)
  • Master's degree in procurement, business, law, engineering or related field
  • Experience in West Africa, Southeast Asia or the Pacific
  • French language skills
