Role Description

Zócalo Health is seeking a Medi-Cal Operations Manager to support the operational launch and oversight of new Medi-Cal contracts during the first year of implementation. This person will serve as the single point of contact between Zócalo Health and health plans, ensuring alignment with contractual requirements and the successful operationalization of program components.

This role will be critical in bridging health plan expectations with on-the-ground execution. The Medi-Cal Operations Manager must be a collaborative leader, working cross-functionally with team leads across CHW services, Outreach, Community Engagement, and Clinical Operations. They will be expected to lead with authority and build strong internal and external partnerships to drive contract performance.

The ideal candidate has deep expertise in Medi-Cal programs such as CalAIM and managed care plans, is highly organized, and thrives in fast-paced, evolving environments.

This role reports to the Director, Implementation.

 

About the Role

Contract Implementation & Oversight

  • Serve as the primary operations lead for new Medi-Cal contracts during the initial implementation and ramp-up period.
  • Translate health plan contract requirements into operational workflows and ensure internal alignment across departments.
  • Support the execution of service delivery models inclusive of Enhanced Care Management (ECM), Community Supports (CS), and Community Health worker benefits among other Medi-Cal services.

Health Plan Liaison

  • Act as the single point of contact for Medi-Cal health plan partners, attending check-ins, responding to deliverables, and ensuring timely communication.
  • Collaborate with Growth team on contract timeline and execution to ensure a smooth transition from contracting to implementation
  • Track and report on contract-specific metrics, including member engagement, utilization, and quality performance.
  • Escalate risks or issues proactively and coordinate internal solutions.

Operational Alignment

  • Collaborate with CHW, Outreach, Community Engagement, and Clinical Operations leads to align staffing, workflows, and training to contractual needs.
  • Monitor day-to-day program execution, identifying bottlenecks or misalignment and initiating course corrections.
  • Support internal teams with health plan-specific SOPs, trackers, and reporting needs.

Cross-Functional Coordination

  • Work closely with implementation, training, tech, and product teams to ensure a smooth and scalable rollout.
  • Participate in internal project management meetings and maintain documentation of progress and decisions.

 

Requirements for the Role

Education:

  • Bachelor’s degree in healthcare administration, public health, project management, or a related field; Master’s degree (MPH, MPP, MBA), preferred.
  • Equivalent years of additional work experience may substitute for the degree requirements. 

Experience:

  • 5+ years of experience in healthcare operations, with 3+ years specifically supporting Medi-Cal or Medicaid programs.
  • Deep knowledge of California managed care plans, Medi-Cal regulatory requirements, and ECM/CS program models.
  • Demonstrated experience working with health plans, including contract execution, program operations, and performance tracking.
  • Proven ability to lead without formal authority and influence across teams.

 

Skills:

  • Familiarity with health plan portals, reporting systems, and EHRs (e.g., Athena).
  • Experience in project management or implementation roles is a plus.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines.
  • Excellent interpersonal and written communication skills.
