Role Description 

The Community Engagement Manager (CEM) is a people leader and operational owner responsible for driving the performance, effectiveness, and accountability of a team of Community Engagement Specialists (CES). This role does not conduct direct outreach. Instead, the CEM is accountable for setting strategy, overseeing execution, ensuring quality, and delivering results across community engagement and patient acquisition efforts.

The CEM leads and manages a team responsible for community-based outreach activities—including events, door-to-door engagement, and neighborhood canvassing—with the goal of enrolling eligible individuals into Zócalo Health’s care programs. The ideal candidate is highly operational and data-driven, bringing structure to field operations, monitoring and auditing work quality, and using data to continuously refine outreach strategy. This role is responsible for recommending and managing regional strategies for how team time and coverage—including evenings and weekends—are allocated, ensuring staff resources are deployed effectively to maximize engagement, enrollment, and return on outreach efforts. The ideal candidate is energized by operating in ambiguity, creating structure where none exists, implementing new processes, defining best practices, and scaling systems in a fast-moving, mission-driven environment. The CEM thrives as a strategic planner, people manager, and systems thinker who can translate goals into clear execution plans and measurable outcomes.



This position will report to the Regional General Manager. 

The Community Engagement Manager is accountable for the following core responsibilities:

  • Own team performance and outcomes: Set, track, and achieve weekly, monthly, and quarterly engagement and enrollment goals through clear expectations, performance management, and data-driven coaching.
  • Lead and manage community engagement teams: Directly manage, coach, and hold accountable Community Engagement Specialists responsible for executing outreach and patient acquisition activities.
  • Develop and execute regional outreach strategy: Design, implement, and continuously refine outreach strategies that guide where, when, and how teams engage communities to maximize impact and conversion.
  • Oversee field execution and operational readiness: Ensure outreach plans are executed effectively by the team, with appropriate staffing, scheduling, training, tools, and safety protocols in place.
  • Use data to drive execution improvements: Monitor outreach activity, conversion, and enrollment metrics; identify gaps and trends; and make real-time adjustments to improve execution and outcomes.
  • Enable cross-functional delivery: Partner with intake, operations, and clinical teams to ensure seamless handoffs from outreach to enrollment and care delivery.
  • Represent engagement performance in leadership forums: Participate in regional operating meetings to present performance results, risks, and data-backed recommendations.

 

Qualifications

Required

  • 5+ years of experience in community-based healthcare or public health roles with increasing responsibility for operations, team oversight, and performance outcomes.
  • 2+ years of experience managing and performance-managing teams.
  • Experience operating in performance-driven environments with clear goals, metrics, and reporting.
  • Strong operational, leadership, and coaching skills with the ability to drive team execution and results.
  • Ability to use data and internal systems to inform decisions and improve performance,
  • Deep knowledge of and connection to the local community.
  • Strong communication and problem-solving skills.
  • Flexible and adaptive in fast-paced environments.
  • Bilingual English–Spanish required.

Preferred

  • Experience supporting patient acquisition, enrollment, or engagement initiatives in healthcare settings.
  • Familiarity with Medi-Cal, managed care, or community-based healthcare delivery models.
