The Value Stream Manager II provides senior leadership for multiple value streams or highly complex programs, balancing near-term execution with system-level optimization and scalability. This role shapes how value streams operate across the factory and acts as a trusted partner to the Director of Production. Tasks and responsibilities expected for this role include those captured by lower role specific levels. This role is execution-focused and closely engaged with production flow while working through manufacturing leadership. This role involves working closely with manufacturing managers, various engineering disciplines, production staff, and operations teams to support expected outcomes. 

Key Responsibilities: 

Advanced Execution Ownership 

  • Own delivery, cost and quality performance across multiple value streams or complex programs 
  • Lead cross-value-stream prioritization and tradeoff decisions 
  • Ensure execution systems scale with demand and complexity 

Leadership & Capability Development 

  • Coach and mentor Value Stream Manager I roles 
  • Promote consistent execution discipline, escalation practices, and problem-solving rigor 
  • Influence development of leadership capability across operations (without direct supervision) 

Strategic Improvement 

  • Lead higher-impact Lean initiatives targeting throughput, cost structure, and scalability 
  • Partner with Manufacturing Managers to align long-term capacity and capability needs 
  • Support audits, program reviews, and executive-level reporting 

Responsibilities (Level I): 

Value Stream Execution 

  • Lead day-to-day production execution within the assigned value stream, ensuring Quality, Delivery, and Cost targets are met 
  • Monitor and adjust production plans in coordination with Planning, Quality, and Supply Chain to meet customer demand 
  • Identify bottlenecks and execution risks, lead root cause analysis and corrective action planning 
  • Utilize ERP/MRP systems to track production status, material availability, and WIP flow 

Cross-Functional Coordination 

  • Serve as the primary operations owner for assigned product line 
  • Coordinate execution priorities with Manufacturing Managers and Production Supervisors 
  • Support escalation and resolution of production issues impacting delivery or cost 

Continuous Improvement 

  • Apply Lean Manufacturing principles to improve flow, reduce waste, and increase throughput 
  • Participate in and support Kaizen, 5S, and Gemba activities in partnership with shop leadership 
  • Drive value-stream-level improvements aligned to business objectives 

Performance Management 

  • Track and communicate performance metrics for safety, quality, delivery, and cost 
  • Provide regular updates to production leadership and support structured escalation when targets are at risk 
  • Participate in audits, program reviews, and compliance activities as required 

Required Qualifications: 

  • Bachelor’s degree in Engineering, Manufacturing, Business, or a related discipline 
  • 8+ years of experience in aerospace, defense, or advanced manufacturing environments 
  • Demonstrated success leading complex product delivery with accountability for cost, schedule, and quality 
  • Prior experience as a: 
  • Value Stream Manager 
  • Manufacturing / Operations Manager 
  • Or equivalent senior operations role 
  • Strong command of Lean Manufacturing systems and applied continuous improvement, including: 
  • Flow optimization 
  • Bottleneck management 
  • End-to-end value stream design 
  • Deep familiarity with AS9100, ITAR, customer audits, and program review processes 
  • Advanced proficiency with ERP/MRP systems for: 
  • Multi-program execution 
  • Capacity planning inputs 
  • Performance analysis and forecasting 
  • Strong financial and operational acumen, including: 
  • Understanding of cost structures 
  • Labor and material tradeoffs 
  • Risk-based decision-making 
  • U.S. Citizenship required; must be able to obtain and maintain a government security clearance if necessary 

 

Preferred Qualifications: 

  • Proven ability to mentor and develop other managers or value stream leaders 
  • Track record of leading cross-functional initiatives with enterprise-level impact 
  • Experience scaling production systems during growth, ramp, or NPI transitions 
  • Lean Six Sigma certification (Green Belt or Black Belt preferred) 
  • Experience interfacing with senior leadership and representing operations in executive forums 

 

Pay range for this role

$167,000 - $209,000 USD
