9th Way Insignia is seeking an Expert ETL Developer to support a government customer in Washington, DC. The Expert ETL Developer will support enterprise data integration, reporting modernization, automation, and analytics initiatives across multiple business lines. This position aligns to the Engineer 3professional level within 9th Way Insignia’s career families and is expected to operate as a senior, architecture-aware technical resource supporting production delivery with minimal ramp-up time.

Functional Job (LCAT) Information

The Expert ETL Developer serves as a senior technical contributor responsible for designing, developing, implementing, refining, and supporting complex ETL pipelines, data integration workflows, and transformation logic in support of enterprise reporting, analytics, and operational decision-making. This role is expected to be architecturally minded and capable of designing scalable, automated, and performance-optimized data solutions that support current and emerging workload across business lines.

The Expert ETL Developer must understand data modeling, source-to-target mapping, business rule implementation, upstream and downstream impacts, and enterprise data governance considerations. This position works closely with Data Analysts, Power BI Developers, Power Apps Developers, Technical Project Managers, Scrum Masters, testers, technical writers, and Government stakeholders to translate requirements into reliable technical solutions. The role also contributes to technical planning, ROM development, task breakdowns, documentation, and identification of risks, dependencies, and efficiencies to support disciplined and predictable delivery.

Responsibilities

 Be available on Government site in Washington, DC during normal hours of operation.
 Design, develop, enhance, and maintain scalable ETL pipelines, data integration workflows, and transformation logic supporting enterprise reporting, analytics, and operational processes.
 Analyze source systems, business rules, and data structures to develop efficient source-to-target mappings and sustainable integration solutions.
 Develop and optimize automated, high-performance data workflows that reduce manual processing and improve data quality, consistency, and timeliness.
 Support data modernization and reporting efforts related to recurring reports, ad hoc queries, dashboards, and minimum viable product development.
 Troubleshoot and resolve complex upstream and downstream data issues, integration failures, transformation defects, and performance bottlenecks.
 Support requirements analysis, backlog refinement, sprint planning, sprint demonstrations, and incremental delivery of technical capabilities in an agile environment.
 Collaborate with Government stakeholders and internal team members to validate requirements, clarify business rules, and identify technical risks, dependencies, and alternatives.
 Design and implement data models, transformation rules, and ETL logic that align with enterprise architecture and data governance expectations.
 Develop, update, and maintain documentation as part of normal delivery activities, including runbooks, ETL/data flow documentation, system documentation, architecture documentation, and operational procedures.
 Provide technical recommendations on solution design, task sequencing, ROM estimates, implementation approaches, and opportunities for automation or improved efficiency.
 Promote standard delivery approaches, clear work tracking, and consistent technical practices that improve process maturity and predictability.
 Work across multiple business lines and enterprise priorities as needed to support customer mission requirements.
 Mentor less senior developers and support overall technical quality and maintainability of the team’s deliverables.

Requirements

 Master’s degree in Computer Science, Information Systems, Software Engineering, Data Engineering, Mathematics, or other technical discipline. Additional relevant experience may be substituted for a degree consistent with contract requirements.
 Minimum15 of relevant experience in ETL development, data engineering, data warehousing, or enterprise data integration in production environments. 10 years of additional years of experience in lieu of degree. 
 Demonstrated experience designing and implementing complex ETL processes, transformation logic, and automated data pipelines.
 Strong experience with data modeling, source-to-target mapping, and integration of data from multiple systems.
 Strong experience developing and tuning complex SQL queries and supporting relational database environments.
 Experience identifying and resolving upstream and downstream data impacts, anomalies, and performance issues.
 Experience supporting agile or iterative technical delivery efforts with backlog-driven work, sprint-based execution, and incremental releases.
 Experience developing technical documentation including runbooks, data flow documentation, system documentation, and operational procedures.
 Ability to operate effectively in an enterprise production environment with minimal ramp-up time.
 Must be authorized to work for any employer in the U.S.
 Must be able to obtain and maintain the required security clearance.

Preferred/Desired

 Experience supporting federal government customers in enterprise data warehouse, reporting, or analytics environments.
 Experience with ETL tools such as Informatica or similar enterprise integration platforms.
 Experience supporting dashboarding and downstream reporting solutions such as Power BI.
 Experience contributing to ROM development, effort estimation, and technical planning inputs for governance or change control discussions.
 Experience working in environments emphasizing process maturity, repeatability, documentation, and disciplined delivery practices.
 Current Public Trust or ability to obtain a Public Trust clearance quickly.

Salary Range

$120,518 - $150,000 USD

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
