9th Way Insignia is seeking an Expert Power BI Developer to support a government customer in Washington, DC. The Expert Power BI Developer will support enterprise data modernization, reporting automation, dashboard development, and analytics initiatives across multiple business lines. This position aligns to the Engineer 3 professional level within 9th Way Insignia’s career families and is expected to operate as a senior, technically strong resource who can support production delivery with minimal ramp-up time.

Functional Job (LCAT) Information

The Expert Power BI Developer serves as a senior technical contributor responsible for designing, developing, implementing, refining, and supporting complex Power BI dashboards, reports, semantic models, and data visualization solutions in support of enterprise reporting, analytics, and operational decision-making. This role is expected to go beyond visualization and be capable of supporting full-stack reporting solutions, including integration with source data, data transformation considerations, semantic model design, DAX development, performance tuning, and secure data presentation.

The Expert Power BI Developer must understand how data is structured, modeled, governed, and consumed across the enterprise in order to design scalable, reusable, and maintainable reporting solutions. This position works closely with ETL Developers, Data Analysts, Power Apps Developers, Technical Project Managers, Scrum Masters, testers, technical writers, and Government stakeholders to translate business needs into effective reporting and dashboard capabilities. The role also contributes to technical planning, ROM development, task breakdowns, documentation, and identification of risks, dependencies, and efficiencies to support disciplined and predictable delivery.

Responsibilities

  Be available on Government site in Washington, DC during normal hours of operation. 

  Design, develop, enhance, and maintain Power BI dashboards, reports, visualizations, semantic models, and related reporting solutions supporting enterprise operations and decision-making. 

  Analyze data and business requirements to develop scalable, reusable, and user-friendly reporting products aligned to customer objectives. 

  Interpret and implement business logic, calculations, rules, and reporting requirements within dashboards, reports, and workflow solutions. 

  Develop and optimize data models, DAX measures, calculations, filters, drill paths, and reporting logic to support accurate and meaningful analysis. 

  Work with materialized views and other prepared data structures to support efficient reporting and analytics solutions. 

  Convert legacy OBIEE reports into Power BI reports and dashboards while preserving intended business logic and improving usability, maintainability, and performance. 

  Design, develop, and support automated workflows using Microsoft Power Platform, including Power Automate, to streamline reporting, approvals, notifications, and related business processes. 

  Work closely with ETL developers, analysts, and stakeholders to ensure source data, business rules, and reporting logic are aligned and properly implemented. 

  Support end-to-end reporting solution development, including data acquisition considerations, model design, visualization design, security, refresh strategies, workflow automation, and performance tuning. 

  Troubleshoot and resolve complex dashboard, modeling, calculation, workflow, and performance issues in production and pre-production environments. 

  Support agile delivery through participation in requirements analysis, backlog refinement, sprint planning, sprint demonstrations, and incremental delivery of reporting and workflow capabilities. 

  Contribute to minimum viable product development within defined timelines and incrementally mature functionality over multiple sprint cycles. 

  Develop and maintain documentation as part of normal delivery activities, including report specifications, data definitions, dashboard logic documentation, workflow documentation, runbooks, and operational procedures. 

  Provide technical recommendations regarding solution design, report structure, workflow approaches, modeling methods, task sequencing, ROM estimates, and opportunities for efficiency or reuse. 

  Support role-based access design and secure presentation of data in accordance with Government and enterprise requirements. 

  Promote standard delivery approaches, consistent reporting and workflow design practices, and maintainable development standards. 

  Work across multiple business lines and enterprise priorities as needed to support customer mission requirements. 

  Mentor less senior developers and support the overall quality, usability, and maintainability of reporting deliverables. 

  Other responsibilities as assigned.

Requirements

  Masters’s degree in Computer Science, Information Systems, Software Engineering, Data Analytics, Mathematics, or other technical discipline. Additional relevant experience may be substituted for a degree consistent with contract requirements. 

  Minimum 15 years of relevant experience in business intelligence, dashboard development, reporting, data visualization, data analytics, or related technical delivery roles. 10 additional years of experience in lieu of degree. 

  Demonstrated experience designing and implementing complex Power BI dashboards, reports, and semantic models in production environments. 

  Strong data analytics experience and ability to analyze datasets, interpret trends, and translate business needs into effective reporting and workflow solutions. 

  Strong experience with DAX, data modeling, visualization design, and development of scalable reporting solutions. 

  Experience interpreting and implementing business logic, reporting rules, and functional requirements in technical solutions. 

  Experience working with materialized views, prepared data structures, and integrated data sources to support reporting and analytics needs. 

  Experience converting OBIEE reports into Power BI reports and dashboards. 

  Experience developing automated workflows using Microsoft Power Platform, including Power Automate. 

  Experience supporting report performance tuning, refresh strategies, workflow optimization, and reporting environment performance. 

  Experience supporting agile or iterative technical delivery efforts with backlog-driven work, sprint-based execution, and incremental releases. 

  Experience developing technical and user-facing documentation including report specifications, workflow documentation, runbooks, data definitions, and operational procedures. 

  Ability to operate effectively in an enterprise production environment with minimal ramp-up time. 

  Must be authorized to work for any employer in the U.S. 

  Must be able to obtain and maintain the required security clearance.

 

Preferred/Desired

  Experience supporting federal government customers in enterprise data warehouse, reporting, or analytics environments. 

  Experience with ETL processes, data integration concepts, and upstream data dependencies that support reporting solutions. 

  Experience supporting full-stack reporting solutions, including data preparation, semantic model design, visualization delivery, and workflow automation. 

  Experience with Microsoft Power Platform tools in governed enterprise environments, including Power Apps and Power Automate. 

  Experience contributing to ROM development, effort estimation, and technical planning inputs for governance or change control discussions. 

  Experience working in environments emphasizing process maturity, repeatability, documentation, and disciplined delivery practices. 

  Current Public Trust or ability to obtain a Public Trust clearance quickly.

Salary Range

$120,518 - $150,000 USD
